Strategic Insight Ltd. is seeking a Strategic Operations Program Analyst – Industry Engagement to support the Department of the Navy's efforts to plan, execute, and manage industry engagement activities. The analyst will coordinate with senior government leaders and defense industrial base partners, manage complex tasking, and provide research, analysis, and reporting to support strategic engagement objectives. This role requires strong project management skills, familiarity with Navy processes and IT tools, and the ability to communicate effectively at the senior executive level. Requirements

  • Minimum of 5 years of experience managing industry engagement activities for the DoD or Department of the Navy, including coordinating with senior-level stakeholders
  • Familiarity with the processes and documentation requirements for organizing and managing industry engagements.
  • Proven track record in project management, including managing complex, multi-stakeholder tasks and deliverables.
  • Experience tracking and closing action items and taskers using platforms such as ETMS2.
  • Experience conducting open-source research on companies, including interpreting financial reports, press releases, and business documentation.
  • Familiarity with Navy IT tools, including Advana and Jupiter, for dashboard development and data analysis.
  • Strong written and verbal communication skills, with the ability to effectively engage senior DoN leadership and external partners.
  • Bachelor’s degree from an accredited university or college required.
  • Equivalent combinations of education and relevant experience may be considered.

Nice To Haves

  • Experience working within an Echelon I organization and supporting SES, Flag Officers (FO), and General Officers (GO) level leadership is highly recommended.

Responsibilities

  • Develop optimized data management and transformation strategies to execute more efficient program and business operations within DON strategic engagement support operations
  • Provide program management support in areas of communications, engagement, and legislative affairs
  • Help develop and manage SharePoint pages in coordination with a development team
  • Track congressional taskers as assigned and verify responses to the taskers are drafted clearly and concisely, and shall identify any discrepancies for program office review and resolution, using the DON tasking systems
  • Develop and edit draft written materials (e.g., PowerPoints, speeches, letters) intended for dissemination to the Congress or public
  • Review and analyze news stories, congressional reports, and legislation to provide updates, synopses, and impacts to client
  • Support the Strategic Cell team in advising the PEO senior staff in congressional affairs
  • Prepare responses and briefing documents to include Requests for Information, Questions for the Record, and Reports to Congress
  • Analyze and consolidate pending authorizations & appropriations, reporting requirements, and legislative language by producing and distributing a congressional budget matrix and a legislative language report.
  • Coordinate annual budget briefs for multiple acquisition program offices to defend the funding request in the President’s Budget.
  • Track budget appeals to be submitted to congressional committees to reverse proposed budget cuts.
  • Assemble summaries, briefs, and transcripts for relevant congressional defense committee hearings and markups.
  • Maintain the ASN (RD&A) central repository for industry engagement. Manage user access and permissions; ensure that content within the central repository adheres to standards established in the DON Industry Engagement Handbook; maintain accurate and up-to-date historical records of industry engagements; and manage updates to all central repository utilities and support files.
  • Create and maintain an industry engagement dashboard that tracks past and upcoming industry engagements, designated SMEs, senior DON principals, pre-brief requirements, and other relevant information (should include workflow automation to facilitate the end-to-end process for industry engagements); and utilize Navy IT tools accessible through Advana and Jupiter portals to integrate the industry engagement dashboard with the ASN (RD&A) metrics dashboard.
  • Support and coordinate annual updates to DON Industry Engagement Handbook and Playbook (IEHP) – Assist in the review and revision of the IEHP; collaborate with stakeholders to ensure accuracy, relevance, and compliance with evolving DoD and DON principals strategic messaging and industry engagement plans; update key appendices as needed to reflect new guidance or changes in procedures; and coordinate approval and dissemination of updated materials across relevant offices
