COLSA is seeking a Strategic Operations Planner to provide programmatic support at the CCMD Level, participate in planning, prepare briefings, and facilitate approval of sensitive activities with senior DoD leadership. Represent designated planning activities on operational planning teams, working groups, and in other planning venues. Develop and execute these plans. Participates in Joint Staff and Department of Defense Level working group, interacts with members of the United States Intelligence Community, Service Department and Undersecretaries of Defense. Provide expert advice and analytical support for strategic planning, performance management and measurement, and organizational assessment efforts. Develop recommendations based on in-depth analysis of issues and consideration of overall mission requirements, budgetary constraints, technological advances, political environment and human resources. Provide expert advice on counterintelligence planning and operational support to CCMD and strategic level planning. Provide strategic and operational level analysis pertaining to DoD-wide strategy, futures issues and strategic foresight, policy, doctrine, decisions, trends concepts, and studies. Provide senior staff advice and guidance regarding the establishment, management, and execution-level analysis and risk management relating to operations. Support day-to-day office activities such as organizing and facilitating meetings, and managing systems/taskers. Develop requirements and documents, task planning, project schedules and budgets, and prepare white papers on positions and/or concepts. Analyze strategies, policies, doctrine, plans, capability gaps, and emerging trends to support decision-making related to the current and potential future threat environment. Coordinate and integrate plans with supporting/supported interagency partners. Review and analyze selected publications to determine congruence with or divergence from existing policy and doctrine. Co-coordinate, facilitate, and execute strategic and policy interface opportunities involving strategic planning, strategy management and policy integration functions, and budgeting/effective use of strategy related resources.
