LMI is seeking a Strategic Communications & Change Management Specialist to support a governance, risk, and compliance transformation at a national agency. The Specialist will be an integral part of an LMI team tasked with building a modernized, risk-informed compliance framework. You will be responsible for planning, supporting, and executing a communications plan, including the development of templates, briefing materials, notes, and other documents. The Specialist will support the entire team, providing best-practice consultation and review for communications artifacts. The Communications Specialists will ensure strong project management through consistent, integrated, and continuous review of materials and products as they are in development. The Specialist will help develop a comprehensive integration plan that includes timelines, resource allocation, and key milestones – focusing on the change adoption process across field units. Additionally, you will organize and facilitate training sessions for staff to ensure they are well-equipped for the new framework, to include possible new technologies, addressing any concerns or resistance they may have. Throughout the integration process, the Specialist will engage in continuous communication with all stakeholders, providing updates, gathering feedback, and making necessary adjustments. The Specialist will help develop support materials, such as user guides and FAQs to assist employees in the transition.

  • Provide project management, change management, and communications support to the program.
  • Develop, initiate, and maintain leadership communication strategy, messaging, and dissemination plans, including communications plans and community outreach and external collaboration plans aligned with the program.
  • Design and execute comprehensive stakeholder engagement strategy including interview protocols, survey design, and workshop facilitation.
  • Establish, implement, and manage change management plans and procedures, to include adoption strategies, readiness assessments, and feedback mechanisms for continuous improvement.
  • Support organization-wide rollout through user engagement and adoption facilitation.
  • Create and distribute support materials such as user guides, FAQs, and training manuals to aid employees during the transition.
  • Engage in continuous communication with stakeholders to provide updates, gather feedback, and make necessary adjustments throughout the integration process.
  • Enable project leadership to provide the highest-quality findings, briefs, and messaging to agency leadership, to ensure rapid resolution on key issues, effective decision-making on critical opportunities, and accurate capture of historic information.
  • Produce and edit communications, including but not limited to, email messages, talking points, PowerPoint briefing, and Standard Operating Procedures (SOPs).
  • Organize and support facilitation of training sessions for staff to ensure proficiency in transformed compliance framework, addressing any questions or concerns.
  • Support team with various consulting tasks, such as task tracking, note-taking, communications and other tasks, as determined necessary by the task lead or Program Manager.
  • Demonstrate commitment to transparency and deliver content that increases engagement.
  • Capture effort risks and issues for effective escalation and resolution.
  • Bachelor’s degree from an accredited college or university in business, communications, or related discipline.
  • 5+ years of experience in strategic communications and change management in federal agencies or large organizations.
  • Must be able to obtain a Position of Public Trust Clearance (includes fingerprinting, background check, and drug screening).
  • Expertise in writing, briefing, and other forms of communications in a highly sensitive environment.
  • Strong proficiency with Microsoft tools and programs, including Excel, Office 365/SharePoint, and Teams.
  • Knowledge of developing and executing communications plans.
  • Strong facilitation, analytic, and problem-solving skills.
  • Ability to work collaboratively and iterate products with a variety of internal and external stakeholders.
  • Ability to work with a team of professionals in a remote environment on expedited timelines.
  • Ability to be comfortable working in ambiguous situations and with unclear direction.
  • Master’s degree or higher in a related discipline.
  • 3+ years consulting experience.
  • Prosci, ADKAR, or CCMP certification.
  • Experience with large-scale organizational transformation and technology adoption.
  • Agile, Scrum, and/or Lean Six Sigma training.
