About The Position

Under the supervision of the Environmental Coordinator, the Stormwater Specialist will support enforcement and compliance activities pursuant to the AZPDES regulatory programs through the Arizona Department of Environmental Quality (ADEQ), including implementation of the City of Prescott Stormwater Management Program (SWMP) to meet obligations of the Phase II Small MS4 Program, and assist with related stormwater programs and concerns.

Requirements

  • Bachelor's degree in Environmental Sciences, Biology, Hydrology, or closely related field.
  • 1 to 3 years of field experience in environmental or water quality compliance preferred.
  • Desire certifications related to stormwater, such as Certified Inspector of Sediment and Erosion Control (CISEC) or Erosion Control Coordinator (ECC).

Responsibilities

  • Inspects construction projects for City Code compliance.
  • Conducts illicit discharge investigations and associated code compliance outreach.
  • Responds to and researches drainage complaints.
  • Conducts stormwater outfall monitoring and inspections for both wet and dry weather conditions.
  • Performs surface water sampling, delivers samples to the lab, and performs water quality analyses.
  • Completes data entry, sampling logs, field reports, and other documentation.
  • Develops stormwater asset management program and implements new functionality to improve efficiency and ease of reporting.
  • Performs field and office tasks to update stormwater conveyance and outfall map.
  • Performs annual inspections of post construction stormwater quality (first flush treatment) facilities.
  • Coordinates activities with other City personnel, contractors, professionals, volunteers, and the public.
  • Assists with public education and outreach efforts.
  • Assists with coordinating Good Housekeeping practices across departments and Public Works divisions.
  • Creates and conducts stormwater trainings for City employees.
  • Assists in preparing annual MS4 permit report and other documents (e.g. DMR, NOI, SWPPP).
  • Assists in the annual program review and SWMP update process.
  • Assists with the tracking, investigation, and resolution of drainage problems as needed.
  • Manages Enterprise Asset Management (Lucity) database.
  • Other duties and tasks as assigned to support stormwater related functions.
