About The Position

Lochner is seeking an experienced and driven Senior Project Manager to lead transformative transportation drainage projects across Texas, focusing on TxDOT, RMAs, counties, and municipalities. This role combines technical expertise in drainage design with leadership skills to drive innovation and deliver impactful solutions for clients. The Senior Project Manager will oversee all aspects of transportation drainage work, manage budgets and schedules, provide strategic guidance to clients, coordinate with multidisciplinary teams, drive business development, and mentor junior engineers.

Requirements

  • Texas PE license (or ability to obtain within 6 months).
  • Bachelor’s or master’s degree in civil or environmental engineering.
  • At least 10 years of experience delivering transportation drainage projects and preparing PS&E deliverables, including 3+ years in project management or task leadership.
  • Proficiency with hydrologic and hydraulic modeling tools.
  • Experience with PS&E preparation using MicroStation GEOPAK or OpenRoads Designer (ORD).
  • Proven ability to manage budgets, schedules, and project teams while maintaining strong client relationships.

Nice To Haves

  • TxDOT pre-certifications in 10.1.1 (Hydrologic Studies) and 10.2.1 (Basic Hydraulic Design).
  • Advanced modeling expertise with tools such as SWMM, InfoWorks ICM, and HEC-RAS 2D.
  • Experience with FEMA crossing analysis, drainage impact studies, and TCEQ water quality design.
  • Experience with ORD Drainage and Utilities (DU), HEC-HMS, and HEC-RAS.

Responsibilities

  • Oversee all aspects of transportation drainage work—from proposals and scopes of work to H&H analysis, detailed PS&E packages, and final reports.
  • Manage budgets, schedules, and resources to maintain high-quality, on-time project delivery while cultivating strong client relationships.
  • Serve as a trusted advisor to clients such as TxDOT, RMAs, and Texas counties, recommending innovative solutions to address complex drainage challenges.
  • Collaborate with prime contractors, subcontractors, and multidisciplinary teams to ensure cohesive and efficient project delivery aligned with client objectives.
  • Support client engagement by preparing and presenting winning proposals, managing contract negotiations, and identifying opportunities for growth.
  • Guide junior engineers, fostering a high-performing, collaborative team culture while advancing their professional development.
