About The Position

We’re hiring a Stormwater Inspector to support critical environmental compliance and infrastructure projects. This role is ideal for someone with experience in construction inspections, stormwater management, and regulatory compliance who enjoys working both in the field and with diverse stakeholders. Requirements

Solid knowledge of State requirements and permitting; grading, erosion and sediment control best management practices on land development; applicable engineering standards and specifications; and inspection needs for stormwater infrastructure, public improvements and permanent water quality facilities is a must to achieve the goals of environmental regulatory compliance and environmental stewardship for the City of Arvada.
Solid knowledge of Colorado Department of Public Health and Environment requirements governing construction sites, and general knowledge of standards and MS4 Permit regulatory programs, including compliance inspection and enforcement escalation mechanisms.
Solid knowledge of principles and practices of civil engineering, with an emphasis in stormwater quality, environmental permitting, construction run-off control, and permanent water quality treatment BMPs.
Working knowledge of civil engineering specifications, theories, principles, methods, practices and application to the municipal development process.
Working knowledge of and ability to adhere to construction site safety requirements.
Solid knowledge of methods, materials, and techniques used in the design, construction and maintenance of stormwater infrastructure and water quality BMPs associated with land development and other construction projects, including CDOT and UDFCD standards and protocols.
Solid knowledge of modern developments, current literature and sources of information regarding design, implementation, and maintenance of stormwater quality BMPs and Site Development grading erosion and sediment control components.
Knowledge of, or ability to learn, City of Arvada roadway, infrastructure, and waterway systems.
Ability to communicate effectively both orally and in writing; ability to establish and maintain effective working relationships with staff, contractors, other professionals, and the general public.
Ability to perform enforcement actions and explain the steps needed to resolve these actions to meet permit requirements.
Ability to use and operate computers and related software, specifically competent at word processing, records management and digital plan review software.
Ability to make basic engineering computations to verify engineering plans, studies, profiles, and maps.
Ability to read and interpret civil engineering construction plans, profiles, drawings, and reports specifically to understand the stormwater infrastructure and topographical and/or water level contours as they apply to drainage at a site.
Ability to read and comprehend complex environmental regulations and scientific studies.
Ability to help coordinate the work of multiple contractors and handle and prioritize multiple tasks and inspections for city projects and developments.
Ability to effectively discuss permitting requirements with oversight agencies.
Ability to provide coaching/training and technical assistance to developers, contractors, and other inspectors as needed.
Ability to understand and research legal documents.
Ability to work in a fast paced environment.
Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
Must be able to operate a motor vehicle.
Must have the CSU Colorado Stormwater Center Permanent Water Quality BMP Inspection and Maintenance certification plus one (1) of the following: Envirocert’s Certified Professional in Stormwater Quality, or NREP’s Certified Environmental Storm Water Compliance Professional or equivalent. The hiring manager may allow certifications to be obtained within the first six (6) months of the employee's probationary period.
A valid Colorado driver’s license and acceptable driving record is required.
Bachelors Degree (BA, BS, BBA) Education Major Engineering or related field.
An equivalent combination of education and experience may be considered.
Three (3) years of related experience in Public Works construction is required.
Must pass a criminal background check and a driving record check, if required by the position.

Responsibilities

Conducts inspections of construction sites for adherence to site development grading, erosion and sediment control criteria related to residential/commercial development, capital improvement projects and repair and restoration of public facilities.
Conducts inspections and oversees all aspects of the construction and installation of permanent water quality facilities in accordance with the approved construction drawings and City standards and specifications.
Checks line, grade, size, elevation and locations of structures and records field changes.
Coordinates review and approval of field changes with the City's review engineer as needed.
Performs probationary and final acceptance inspections of public improvements associated with stormwater detention and water quality infrastructure.
Completes all paperwork and reports necessary for project acceptance.
Provides assistance with permit closeouts, review of permit applications, site plans, stormwater management plans, and related materials and information sheets.
Conducts inspections of permanent construction stormwater facilities to ensure they continue to meet design requirements and are maintained per approved drawings.
Communicates with HOAs, businesses and governmental entities on needed maintenance of these facilities.
Maintains detailed inspection records, both written and electronically, and ensures that field reports are complete and accurate.
Addresses noncompliance with erosion control and permanent construction stormwater management through implementation of enforcement programs.
Responds to public inquiries and complaints concerning non-functioning storm drainage, uncontrolled construction site run-off, and potential illicit discharges, and provides field solutions, education, and/or enforcement as required.
Attends project construction and coordination meetings and provides expertise to engineers, contractors, developers, and utility contractors related to MS4 requirements.
Develops and provides training for internal staff, contractors, and developers as needed.
Assists in researching and updating procedures for proper construction site oversight, maintenance, and operations to provide updates to the Program Description Document (PDD) as needed for the Construction Oversight and Post-Construction Programs.
Assists with the Good Housekeeping a Pollution Prevention Program as needed.
Effectively communicate and interact with all levels of personnel within the city, the public and contractors in a positive and cooperative manner.
Meets and coordinates with city crews in aiding contractors.
Frequently operates a personal or City-owned motor vehicle to drive to and from work locations throughout the City.
Performs other duties as assigned.
