The Stormwater Inspector / Field Technician performs field inspections, data collection, and maintenance activities to support the City’s stormwater management program and compliance with state and federal (NPDES/MS4) regulations. Work involves inspecting public and private stormwater infrastructure, documenting conditions, supporting enforcement of local stormwater ordinances, assisting with maintenance projects, and providing education and outreach to the public and private property owners.

  • Perform routine and complaint-driven inspections of stormwater infrastructure including pipes, inlets, manholes, detention/retention ponds, swales, and best management practices (BMPs).
  • Document inspection findings using standardized forms, GIS-based asset management systems and digital photography.
  • Identify maintenance and repair needs; prepare work orders or reports for corrective action.
  • Assist in storm system mapping and inventory, including locating and documenting new or previously unmapped infrastructure.
  • Collect basic field data such as flow measurements, water quality grab samples, or visual outfall screening as required.
  • Support illicit discharge detection and elimination (IDDE) program by investigating reported discharges and assisting with source tracing.
  • Provide field support for capital project construction management and oversight and prepare construction inspection reports.
  • Lead and support routine maintenance (cleaning and repair) of stormwater assets.
  • Interact with property owners, contractors, and the public to explain stormwater requirements and inspection findings.
  • Participate in public education and outreach events related to stormwater pollution prevention.
  • Prepare clear, accurate inspection reports and maintain records for regulatory compliance and program reporting. Submit daily reports to Supervisor.
  • Operate and maintain vehicles, field equipment, and safety gear in accordance with department procedures. Operate CCTV van and equipment and pole camera.
  • Assist with emergency response during storm events or flooding.
  • Comply with City, State, and Federal safety procedures and protocols in the performance of job duties.
  • Other duties as assigned.
  • High school diploma or GED equivalent required.
  • One (1) to three (3) years of experience in stormwater management, construction inspection, public works, or related field. Equivalent combination of education and experience will be considered.
  • Knowledge of basic stormwater infrastructure, drainage systems, and erosion and sediment control practices.
  • Ability to read and interpret engineering drawings, site plans, and maps.
  • Proficiency with tablets, GPS units, and basic GIS or asset management software.
  • Ability to work outdoors in varying weather conditions and traverse uneven terrain.
  • Ability to follow proper safety precautions.
  • Ability to navigate different routes throughout the city.
  • Develops and maintains effective relationships with others; relates well to people from varied backgrounds and in different situations; shows understanding, courtesy, tact, empathy, concern, and politeness.
  • Ability to perform heavy manual tasks under varying weather conditions.
  • Ability to drive and operate a variety of equipment under varying conditions.
  • Valid driver’s license is required.
  • Ability to obtain certifications within 12 months of hire, such as: NPDES Level I & II (Construction Site Inspector), CCTV Van Operator Certification, OSHA 10-hour safety training, CPR/First Aid certification
  • Associate degree or coursework in environmental science, civil engineering, construction management, or a related field preferred.
  • Experience with municipal separate storm sewer system (MS4) program implementation preferred.
  • Experience conducting illicit discharge investigations or water quality screening preferred.
  • Familiarity with federal, state, and local stormwater regulations and best stormwater management practices preferred.
  • Experience using asset management or work order systems (e.g., Cityworks, Lucity, Cartegraph) preferred.
  • Certified Stormwater Inspector (MS4) – optional
  • Certifications in erosion and sediment control or stormwater inspection preferred.
