About The Position

The Stormwater Field Specialist supports the operational and regulatory functions of the Ottawa County Water Resources Office by conducting field inspections, monitoring drainage infrastructure, and assisting with stormwater permit compliance (including MS4 requirements). This position ensures timely identification of maintenance needs, accurate documentation of system conditions, and public interaction at the field level. The role is vital in maintaining the county's drainage systems and promoting environmental stewardship through informed field operations and interdepartmental coordination.The essential functions of this position include, but are not limited to the following:

Requirements

Associate's degree; post-secondary coursework in environmental science, civil engineering, geography, or related field preferred.
Minimum of four years of experience in field inspection, public works, construction, or environmental compliance.
Experience interpreting maps, engineering drawings, and site plans.
Familiarity with MS4 stormwater permitting and drainage systems.
Experience with GIS and digital inspection tools.
Strong written and verbal communication skills.
Ability to work independently and adapt in dynamic field environments.

Responsibilities

Conduct routine and complaint-based inspections of county stormwater infrastructure, including open drains, storm sewers, retention/detention basins, and green infrastructure installations.
Identify and document system deficiencies, blockages, erosion, illicit discharges, or non-compliant conditions.
Assist with MS4 permit implementation by supporting public education, outfall inspections, BMP tracking, and pollution prevention efforts in the field.
Provide technical field support for project planning and construction, including preliminary condition assessments and post-construction inspections.
Coordinate with contractors, property owners, townships, and internal teams to address maintenance needs and ensure clear communication of field conditions and corrective actions.
Support the prioritization of drain maintenance based on inspection findings, historical trends, and environmental impact.
Utilize GIS and mobile technology to record and manage inspection data, photographs, and drainage infrastructure inventories.
Respond to field inquiries from the public and other agencies, providing professional, informed, and courteous communication.
Assist in emergency response efforts during flooding or infrastructure failures.
Maintain field equipment, vehicles, and inspection tools in safe and working condition.
Perform other duties as assigned.
