About The Position

Supervisory and technical engineering work managing and directing maintenance and construction activities related to roadway and stormwater infrastructure. This includes investigation, problem identification, design, plan review, contract management and other field engineering support services. Guides, directs, and positively affects the actions and results of staff and contractors. Carries out orders and directives of supervisor within the framework of the County's policies, procedures, rules, and goals. Salary will be determined depending on qualifications of candidates who exceed the minimum requirements as outlined within the job description. Additional compensation based on licensure. Requirements

  • Bachelor's Degree in Civil Engineering or related field.
  • Minimum of seven (7) years of experience, five (5) years of which include responsible supervisory engineering experience in the administration of engineering and maintenance operations.
  • Must possess registration as a Professional Engineer in the State of Florida or to obtain licensure within six (6) months of the date of hiring and maintain registration throughout term of employment.
  • Membership in a Professional Engineering or Public Works association is preferred.
  • Must possess and maintain a valid Florida Driver's License.
  • Extensive knowledge of the principles and practices of engineering.
  • Ability to communicate effectively both orally and in writing with subordinates, superiors, and the general public.
  • Considerable knowledge of construction methods and heavy equipment utilization.
  • Ability to work in a dynamic environment that requires the incumbent to be sensitive to change and responsive to changing goals, priorities, and needs.
  • Ability to oversee work that involves the use of complex technical, scientific, or mathematical concepts that increases the efficiency and effectiveness of the organization.
  • Ability to evaluate information, make decisions and coordinate programs efficiently.
  • Ability to deal tactfully and effectively with subordinates, other County staff and the general public.
  • Ability to use computers for data entry, word processing, and/or accounting purposes.
  • Ability to use highly technical computer applications.
  • Ability to see (perceive color, depth, and texture), smell, hear (preferably at above average levels), and speak.

Responsibilities

  • Organizes, directs, and supervises work activities in the area of infrastructure maintenance and management, quality assurance, field surveys, clerical support activities, engineering design, and production for county road and stormwater facilities.
  • Supervises approximately 40 professional and field staff engaged in a variety of construction and maintenance activities including but not limited to; stormwater maintenance, land surveying, construction, maintenance of traffic, mowing and herbicide application.
  • Participates in preparation, bidding, selection and oversight of vendors for maintenance service contracts including but not limited to; roadway and stormwater facility mowing, tree trimming & removal, handrail, guardrail, & fence work, and aquatic excavating.
  • Determines project timetables and costs for projects, manages financial oversight of invoices and budget matters and approvals, tracks scheduled progress of design and construction activities, reports all aspects of maintenance, project and contracted activities to Roads-Stormwater Manager.
  • Coordinates activities and serves on committees with Engineering Division, Watershed Management, Emergency Management and other internal and external stakeholders.
  • Investigates and responds to requests from citizens, other agencies and internal customers.
  • Manages Professional Service and Contracted Services Agreements, including the development of RFP's, selection (recommendation) of consultants/vendors, development of Scopes of Work, preparing work order/OP/ON requests & tracking on-going agreements.
  • Attends public meetings during and after work hours as County representative.
  • Provides technical support at BCC meetings and makes formal BCC presentations.
  • Coordinates inspections to ensure engineering standards and specifications are met.
  • Provides technical assistance to outside consultants engaged in engineering projects.
  • Interprets and enforces County design policies and procedures.
  • Initiates and effectively recommends for approval by the Division Manager, hiring, termination, performance evaluation, and disciplinary and/or commendatory actions for assigned personnel.
  • Coordinates with other County Departments and with State and Federal agencies to provide engineering services or complete engineering projects as assigned.
  • Prepares and submits required reports on section activities or responds to requests for engineering data or technical opinions as required.
  • Prepares recommendations for budget and controls expenditures from the approved budget for the section and provides input to the development of the Division's budget.
  • Performs other duties as assigned or as may be necessary.
  • In the event of an emergency, all employees are considered essential personnel and may be required to perform alternate duties.
