About The Position

Thurston County Public Works is recruiting for a Stormwater Construction Inspector to join our dynamic, energetic, and innovative Water Resources team. This position implements the Construction Stormwater Inspection Program and ensures compliance with erosion control and stormwater requirements on active construction sites throughout Thurston County. The most successful applicant will have working knowledge of construction practices, drainage infrastructure, stormwater and water quality best management practices (BMPs). The inspector works directly with contractors, developers, engineers, regulatory agencies, and the public to protect water quality and resolve compliance issues in the field.

Requirements

  • Bachelor’s degree in biology, environmental sciences, engineering, planning, or other closely related field and four years experience working in water resources, environmental issues, or other related field or other comparable experiences to successfully perform duties and responsibilities of classification. Previous experience with budget management, grant writing, administration is preferred. Or, any combination of education and experience in which the incumbent can successfully perform the essential functions of the position.
  • Must have the ability to utilize a personal computer with related software to perform the essential functions of the position.
  • Must have a current Washington State Driver’s License or have requested and obtained an appropriate accommodation.
  • Required to obtain the following certifications within the first (1st) year of employment: Pipeline Assessment Condition Program/Manhole Assessment Condition Program (PACP/MACP) certification, Certified Erosion Sediment Control Lead (CESCL) certification, Traffic Control/Flagging certification, Confined Space certification; It is a requirement that these certifications be maintained.

Responsibilities

  • Inspects stormwater infrastructure systems on public and private property including the application and evaluation of Best Management Practices in accordance with county, state and federal regulations.
  • Enters data, maintains databases, prepares regulatory reports, and assists in data analysis, as required. Develops stormwater drainage infrastructure maps in GIS layers and provides regular updates to existing map layers. Updates and maintains inventory of the stormwater drainage facility locations and configurations.
  • Locates and inspects stormwater infrastructure utilizing a multitude of tools including but not limited to, Closed Caption Television camera, push cameras, locating equipment, GIS grade GPS. Utilizes asset management software.
  • Conducts field inspections of construction and maintenance projects to visually check for compliance with project standards and requirements. Monitors contractor progress and compliance with contract provisions and schedules; prepares contract change orders as required. Assists in the final contract compliance inspection and prepares close-out documents. Maintains complete and accurate files on all phases of contracted work.
  • Exercises skill and judgment in dealing tactfully with the public and community groups while educating and maintaining excellent public relations. Responds to customers’ questions and complaints, requests for assistance, contracted work and drainage concerns.
  • Provides technical assistance to interagency staff and citizens on stormwater issues such as Erosion and Sediment Control and Stormwater Management. May be assigned to represent the County and department at public meetings and formal public hearings on proposed projects. Prepares information, exhibits, drawings, maps, charts and graphs. Prepares expert testimony as requested.
