About The Position

Under general direction, coordinates and implements the stormwater construction and post construction stormwater quality inspection program. This position will be responsible for carrying out all technical inspections for land development, public works and utility projects with an emphasis in stormwater infrastructure, water quality, grading, erosion and sediment control. This position will maintain compliance with all aspects of the Colorado Discharge Permit System (CDPS) Phase II MS4 Stormwater Permit within the boundaries of the urbanized area.

Requirements

  • High school diploma or G.E.D. supplemented by specialized training in construction, civil engineering or related field.
  • Four years of increasingly responsible municipal construction or construction inspection experience.
  • Basic services and activities of a new development stormwater inspection program.
  • Principles and practices of civil engineering, with an emphasis in water quality and construction run-off control.
  • Methods, materials, and techniques used in the design, construction and maintenance of water quality Control Measures associated with land development and other construction projects.
  • Modern developments, current literature and sources of information regarding design and installation of stormwater quality Control Measures.
  • Modern construction and inspection principles, practices and terminology.
  • Basic mathematical principles.
  • Methods and techniques of construction materials.
  • Occupational hazards and standard safety practices.
  • Customer service procedures and principles.
  • Principles and procedures of record keeping.
  • Principles of business letter writing and basic report preparation.
  • English usage, spelling, grammar, and punctuation.
  • Modern office technology and equipment, including computers and related software applications.
  • Pertinent Federal, State, and local codes, laws and regulations for storm drainage systems.

  • CDOT Erosion Control Supervisor or related certification (to be obtained within 6 months of hire).

Responsibilities

  • Performs engineering and technical inspection work inspecting land development, public works and utility projects with an emphasis in stormwater infrastructure, water quality, grading, erosion and sediment control.
  • Responsible for record maintenance, responses to customer concerns, and responds to and coordination with environmental issues such as spills/dumps to the storm drain system.
  • Collects and retrieve information from GIS for use in understanding adjacent storm drainage systems and how the site drainage improvements relate to existing infrastructure.
  • Performs field reviews of grading, erosion, and sedimentation control permits and produces inspection reports associated with land development, capital improvements, and utility projects.
  • Conducts inspections on all levels of construction and development projects and interprets specifications to ensure conformance to standards and to ensure that stormwater Control Measures are properly designed, installed, and maintained; identifies areas in non-compliance or those requiring special needs.
  • Maintains inspection records and ensures that daily field reports are complete and accurate.
  • Ensures construction sites are in compliance with approved stormwater management plans.
  • Independently responds to public, contractor, or outside agency inquiries and complaints in a courteous manner; provide information concerning drainage and construction run-off control; resolve complaints in an efficient and timely manner.
  • Coordinates construction run-off control activities with outside agencies.
  • Enforces policies and procedures as related to inspections and field practices.
  • Reviews work with contractors, developers and Mesa County engineering staff to identify and correct errors in construction stormwater management; devise solutions to problems.
  • Responds to emergency situations as needed, whether during regular work day or after hours.
  • Performs inspections, audits, and monitoring of permanent stormwater control structures.
  • Assists with Education and Outreach events which may include the farmers markets or Children's Water Festival.
  • Timely completion of office work.
