The Specialized Treatment for Optimized Programming (STOP) Program Area Six connects California Department of Corrections and Rehabilitation inmates and parolees to comprehensive, evidence-based programming and services during their transition into the community, with priority given to those participants who are within their first year of release and who have been assessed to as a moderate to high risk to reoffend. Area Six includes San Diego, Orange, and Imperial counties. STOP subcontracts with detoxification, licensed residential treatment programs, outpatient programs, professional services, and re-entry and recovery housing throughout the program area to assist participants with reentry and recovery resources. Participants are assigned an individual Case Manager who oversees the participants' progress in the Continuum of Care, assists in applying for and maximizing Medi-Cal benefits including CalAIM opportunities and creating Individualized Service Plans as a pathway to an independent lifestyle and successful community reintegration.

  • Oversee all program functions including development and fidelity of Evidence-Based Services.
  • Manage staff and subcontractor training requirements.
  • Coordinate service planning and budget development.
  • Ensure contract compliance and Quality Assurance of a Subcontractor network.
  • Report to the Vice President of Justice Involved Programs.
  • Drive and direct operations, supervise management level staff.
  • Respond to new business initiatives and assure compliance with all regulatory bodies.
  • Develop training programs for agency management and subcontractors.
  • Conduct systems analysis to detect and resolve problem areas.
  • Represent agency on an executive level within local, state and federal government agencies.
  • Identify community service capacity to meet requirements of funded service delivery.
  • Negotiate and develop service contracts with community-based providers.
  • Monitor and evaluate service delivery and design Corrective Action Plans.
  • Develop and oversee multi-million-dollar budgets and manage annual expenditures.
  • Mentor, train and supervise upper management level staffing pattern.
  • Conduct fiscal analysis and projections.
  • Write grant proposals independently and within development team setting.
  • Possess a four (4) year degree in Social Sciences or a related field and three (3) years of experience working with a criminal justice population.
  • OR possess six (6) cumulative years of fulltime administrative and oversight experience with a criminal justice population.
  • Ability to lead and manage in a complex environment.
  • Proven ability to develop, manage, and steward diverse finances, contracts, and programs in a client-focused environment.
  • Bachelor's degree in Psychology or higher in Sociology, Criminal Justice or ten years of experience in administrating non-profit grants.
  • Possess a Substance Use Disorder Certified Counselor Credential (SUDCCC) from an accredited certifying organization.
  • Experience in the mental health/addictions field is desired, but not required.
