Administration of Human Resource Programs

The Public Health Nurse II position at DSHS involves performing complex, specialized, and comprehensive HIV/STD and public health nursing services under the supervision of the HIV/STD Program Manager. The role includes planning, developing, and coordinating nursing activities for individuals, families, and communities in rural/frontier areas of Public Health Region 9/10. Services are provided in both clinical and non-clinical settings for populations in need, including men who have sex with men, injection drug users, homeless persons, sex industry workers, and other hard-to-reach populations. The nurse will provide direct client care, case management services, and participate in disease control and prevention, community education, quality assurance, and program administration activities. The position also requires maintaining and operating a Class D Pharmacy and conducting activities during public health emergencies and pandemic responses.

  • Operates clinics at both Midland and San Angelo offices, providing assessment, testing, treatment, education, and counseling for individuals exposed to or diagnosed with STDs.
  • Collects specimens for laboratory and rapid testing, including urine and blood samples.
  • Interviews patients to identify relevant risk factors and obtain medical history for individualized care.
  • Maintains up-to-date and thorough records of patient encounters while adhering to HIPAA standards.
  • Coordinates with Disease Intervention Specialists for public health follow-up investigations.
  • Develops and delivers HIV/STD training programs and presentations.
  • Builds and maintains collaborative relationships with local health departments, healthcare providers, and community organizations.
  • Participates in the development and revision of policies, procedures, and standing delegation orders.
  • Trains and evaluates team members on phlebotomy and point of care testing.
  • Assists with other communicable disease programs and supports the agency's obligations for disease outbreak and disaster response.
  • Licensed as a registered nurse in the State of Texas or a state that recognizes reciprocity through the Nurse Licensure Compact.
  • CPR certified or ability to obtain CPR certification within the first 6 months of employment.
  • Current valid Texas driver's license.
  • Public health nursing experience in a clinical or field setting.
  • Experience working with diverse communities.
  • Experience developing and providing health education presentations/training.
  • Experience with computer software applications including Microsoft Word, Excel, Outlook, and the internet.
  • Insurance coverage through the State of Texas Group Benefits Plan administered by the Employee Retirement System of Texas (ERS).
