About The Position

The Division of Family & Community Services is seeking to hire a Statistical Review Manager responsible for planning and directing advanced statistical research, analysis, forecasting, and quality control reporting for the Supplemental Nutrition Assistance Program (SNAP). Oversees the design of statistically sound sampling methods, supervises professional staff, and provides expert consultation to state and federal partners. Plans and directs complex statistical research; develops and applies forecasting models to predict SNAP participation trends; and ensures the validity and accuracy of statewide error rate calculations, requiring advanced proficiency in statistical software and the ability to interpret and communicate complex analytical findings that guide SNAP policy, compliance, and program improvement. The Division’s mission is to assist Illinois residents by connecting them with public assistance programs and services. Through our programs, services and prevention efforts, the Division improves the health and well-being of individuals and promotes self-sufficiency and integrity of families of Illinois.

Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in in statistics, mathematics, data science, economics, or a closely related quantitative field (or equivalent combination of education and experience).
  • Requires three (3) years of progressively responsible administrative experience in statistical review, statistical analysis, or data modeling for a public or business organization.

Nice To Haves

  • Three (3) years of professional experience conducting statistical research, data analytics, and federally regulated quality control analysis, including collaborating with state or federal agencies on program evaluation or compliance, for a public assistance program such as Supplemental Nutrition Assistance Program (SNAP).
  • Three (3) years of professional experience developing and applying statistical research design techniques, including interpreting regulations to ensure statistical methodologies are compliant.
  • Three (3) years of professional experience designing and implementing statistical models and predictive analysis while leading complex analytical project design and implementation.
  • Three (3) years of professional experience using multiple statistical and data visualization tools, such as SAS, ACL, Excel.
  • Three (3) years of professional experience supervising or leading professional analytical/research staff and coordinating multiple priorities under tight deadlines.
  • Three (3) years of effective professional verbal and written communication experience with the ability to adjust communication styles to suit different audiences in representation of a public or private organization at professional meetings.

Responsibilities

  • Serves as Statistical Review Manager, responsible for planning and directing advanced statistical research, error rate analysis, forecasting, and quality control reporting for the Supplemental Nutrition Assistance Program (SNAP).
  • Plans and directs development of statistically valid quality control sampling procedures in accordance with federal SNAP regulations; defines universe characteristics, establishes sampling parameters, and completes annual sample plan and statistical management evaluations.
  • Prepares and presents analytical reports and data products (via SAS, ACL, Excel, Business Objects) to support quality assurance and payment accuracy initiatives, utilizing software such as SAS and ACL for development and execution of error trend analysis.
  • Serves as full line supervisor.
  • Provides statistical consultation and expertise to other bureaus; reviews federal/state regulation and legislation proposals and responds to quality control/audit findings; represents the Bureau and agency in meetings with state and federal officials.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties.
