The Fraud Analytics and Data Operations (FADO) division of the Office of Inspector General (OIG) is seeking a Statistical Data Analyst (Data Analyst III). The Statistical Data Analyst (Data Analyst III) provides key statistical, data research, analytics and reporting functions for the Fraud Analytics and Data Operations (FADO) Division of the Office of Inspector General (OIG) to support program investigations, audits, and inspections related to suspected fraud, waste and abuse. This position is supervised by and reports to the Director of Statistical Analysis & Data Visualization (SADV) for Data Operations and works under general supervision with considerable latitude for the use of initiative and independent judgment. The Statistical Data Analyst is responsible for performing moderately complex (journey-level) statistical data analysis, data research work, data visualization support and technical assistance work. Work involves creation of data appropriate statistical sampling plans; creation of statistically valid Medicaid samples to be used for Medicaid provider fraud, waste, and abuse investigations, audits and inspections; reviews and analyzes health claims data to determine error rates in statistically valid random samples and assess validity of statistical methods to extrapolate sample test results to an entire set of data; provides expertise and advice on claims data analysis and statistical methods to other divisions; and produces ad hoc internal reports for OIG management and reports. Utilizes Microsoft Office and other data related software tools such as SAS, Microsoft (MS) Office Software including MS Excel to increase the efficiency of OIG processes in investigations, audits and reports. Also creates data visualizations, dashboards, and graphics upon request using Tableau. Requires experience in statistical methods and procedures pertaining to health data analysis and/or public health issues.

Requirements

  • Knowledge of state and federal laws and regulations pertaining to Medicaid and other public assistance programs.
  • Knowledge of state and federal requirements for identification, prevention and reporting of fraud, waste and abuse, including investigative principles, techniques, and procedures of the laws governing the activities regulated by the agency and rules of evidence.
  • Knowledge of or familiarity with social science research methods, statistical techniques, mathematics, rules-based logic, and their application to research analysis.
  • Skill in applying statistical principles and techniques.
  • Skill in using formulas and manipulating large databases in Microsoft Excel, Microsoft Access or other spreadsheet software.
  • Skill in working with database software/coding languages such as SAS, SQL, and other statistical software.
  • Skill in graphical and tabular presentation of data (Tableau preferred).
  • Skill in verbal and written communications, including clear communication of complex statistical data findings and methodologies.
  • Skill in managing multiple and competing priorities.
  • Ability to manage, manipulate and analyze complex databases.
  • Ability to develop and interpret statistical data charts and tables.
  • Ability to interpret and present research findings.
  • Ability to exercise independent judgment, prioritize task, work under time constraints and show initiative.
  • Graduation from a four-year accredited college or university with major course work in public health epidemiology, biostatistics, data science, business analytics, computer science, computer information systems, management information systems, accounting, finance, mathematics, statistics, economics, or an acceptable field is required.

Nice To Haves

  • Graduate Master’s degree or PhD in related disciplines is preferred.
  • Experience with statistical data analysis, research, compilation, collection, and dissemination of large datasets is preferred.
  • Experience and high-level proficiency with Microsoft Office Products, particularly Excel, is preferred.

Responsibilities

  • Research, review, and perform preliminary statistical data analysis work on large datasets involving cases of suspected fraud, waste, and abuse.  Responsible for the application of proper statistical data research methods and procedures to be used to support OIG investigations, audits, and inspections.  Applies statistical techniques to datasets to verify randomness and validity of samples and extrapolation based on sample results.
  • Effectively communicates verbally and in writing statistical research analysis reports and findings to internal and external entities. Provides consultation and assistance to Investigators, Auditors, and Inspectors in developing methods and strategies for effective reporting of data and analysis. Provides for testing and evaluation of newly developed knowledge, methods, and techniques. Peer reviews the work products of other analysts assigned to the team
  • Responsible for the preparation and completion of a variety of reports, studies, and other deliverables containing statistical data analysis results of health and human services data related to Medicaid, CHIP, SNAP, TANF and other social services programs. Creates data visualization/graphics, statistical analysis, and performs custom analyses on requests preferably using Tableau.
  • Performs other duties necessary to achieve the mission of the Office of the Inspector General. Statewide travel of about 5% may be required.
