About The Position

The Agency's mission is to be boldly innovative in improving the health and quality of life for South Carolinians. This position is located in the Eligibility Appeals & Quality, Richland County. We are looking for a Statistical and Research Analyst III who serves as the Coordinator for the Eligibility Performance and Coaching process (EPCP). Responsible for the management of the EPCP database and reporting of data on a usable format for supervisor and manager use. Interpreting, formatting and reporting of data. Responsible for documenting processes, guidelines, and procedures for staff statewide, and ensuring the process is implemented consistently and accurately statewide.

Requirements

  • A bachelor's degree and professional experience involving the collection, analysis, interpretation and presentation of quantified data.
  • Experience in management and leadership roles, directly responsible for program outcomes and creating solutions for improved performance.
  • An equivalent combination of education and experience may be considered with prior State Human Resources approval.

Nice To Haves

  • Experience using Power BI and working directly with IT development and support teams.
  • Knowledge of methods of research design, data collection, data manipulation, data analysis and presentation of information.
  • Knowledge of applicable computer software products.
  • Ability to analyze and interpret data using various statistical and mathematical techniques.
  • Ability to predict trends and future action based on the analysis of collected information.
  • Ability to prepare and present reports communicating the results of data analysis.
  • Ability to maintain effective working relationships with others.
  • Ability to communicate effectively.
  • Ability to manage time and prioritize tasks and projects with competing deadlines.
  • Ability to communicate and collaborate with staff from different levels of the workforce.

Responsibilities

  • Manage the SQL Database to include oversight of the Eligibility Team's validation of data provided through the EPSM system.
  • Communicate with IT staff regarding IT processes to ensure data is accurate and system logic is implemented per Eligibility's requirements.
  • Coordinate with internal and external partners to ensure any errors are identified and corrected.
  • Maintain written Eligibility Performance and Coaching Process guidelines and procedures that align with the departmental objectives.
  • Regularly communicate guidelines and procedures at all levels of the Agency as appropriate using both written and verbal communication methods.
  • Coordinate and monitor statewide process and identify opportunities for improvement.
  • Execute ongoing improvements as needed.
  • Maintain and update data for trend prediction and analysis.
  • Work with the business and/or management to establish business needs to anticipate upcoming issues where utilizing data and reports will be beneficial.
  • Stay abreast of changes within the agency to conduct relevant data analysis needed for outcome prediction or process modification as practicable.
  • Monitor trends in data and data analytics and use appropriate tools for data analysis and visualization.
  • Attend meetings and training sessions as required.
  • Make and keep schedules, complete tasks timely and report to work timely.
  • Assist eligibility management and senior leadership with projects as assigned.
  • Perform related duties as assigned or required.
