Requirements

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college with coursework in computer science, cybersecurity, management information systems, auditing, business management, public administration, economics, accounting, or related subjects.
  • Requires three years of progressively responsible information technology auditing or information technology experience.
  • Requires the ability to pass a background check.
  • Requires the ability to travel in the performance of duties. Requires appropriate, valid driver's license.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.

Nice To Haves

  • Certification as a Certified Information Systems Auditor (CISA).
  • 3 years of professional experience in independently auditing information systems, including the information systems environment, system applications, system security, and mainframes.
  • 3 years of professional experience conducting tests of new systems and modifications to systems to ensure the confidentiality, integrity, and availability of the data in accordance with various standards.
  • 3 years of professional experience preparing clear, concise, and complete audit programs, including audit objectives, the scope of the audit, and the necessary tests to be performed.
  • 3 years of professional experience in preparing final audit findings with recommendations and supporting workpaper documentation and developing final audit reports.
  • 3 years of professional experience using audit management software.
  • 3 years of professional experience preparing for, attending, and conducting entrance/exit conferences to discuss audit matters with agency personnel, and participating in the discussion of audit findings prior to the issuance of the audit report.
  • Certified Internal Auditor (CIA) certificate.

Responsibilities

  • Serves as Statewide Information Technology Auditor
  • Conducts complex, detailed research and identifies all applicable laws, administrative rules, statutory mandates, regulations, policies, and procedures for each audit
  • Reviews and analyzes information gathered during the audit
  • Conducts entrance conferences and meetings with affected Departmental staff and other appropriate personnel to discuss details, duration, and scope of the audit
  • Attends and participates in formal and informal training to increase knowledge in audit practice and techniques and in programmatic activities of the Department
  • Provides input to the Audit Manager in the development of IT audit methodology that will be used by the Office of Internal Audits
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
