About The Position

The State Procurement Manager is responsible for managing the procurement of goods and services on a statewide basis for all state agencies and participating local government units. This role includes overseeing the regulatory review of related contracts and grants, ensuring compliance with laws and policies, and providing guidance to agency personnel and vendors. The position requires strong leadership skills to manage a procurement team and to coordinate various procurement functions effectively.

Requirements

  • A baccalaureate degree plus four years of professional level experience in procurement, contracts, grants, auditing, budgeting, financial analysis, accounting, or data management.
  • A baccalaureate degree plus three years of professional level experience at the manager level or above in procurement or related fields.
  • Six years of full-time work experience in any field may substitute for the required baccalaureate degree.
  • A master's degree in public administration, business administration, management, finance, or accounting may substitute for one year of required experience.
  • A Juris Doctorate may substitute for one year of required experience.
  • Certification as a Certified Professional Public Buyer (CPPB) or Certified Public Purchasing Officer (CPPO) may substitute for one year of required experience.

Responsibilities

  • Manage the procurement of goods and services on a statewide basis.
  • Exercise final review and approval authority over solicitations, contracts, and procurement activities.
  • Coordinate and manage the work activities of a procurement team.
  • Prepare regular and special reports related to procurement activities.
  • Analyze and evaluate policy and procedural changes to ensure operational efficiencies.
  • Conduct meetings with agency administrators and other stakeholders to explain policies and regulations.
  • Manage the research, development, award, and management of complex statewide contracts.
  • Provide interpretation of policies and procedures to agency personnel and vendors.
  • Resolve concerns from vendors and agency personnel, seeking input from management or legal counsel when necessary.
  • Participate in planning and conducting training classes related to State Procurement processes.
