About The Position

The Fiscal Management Unit Coordinator (Health Program Administrator) performs analytical and administrative work to support the financial operations of the Division of State Emergency Medical Services. The position assists in developing and monitoring budgets, reconciling expenditures, maintaining fiscal records, and ensuring compliance with internal control and audit requirements. Working under the direction of the Unit Manager, the Coordinator performs detailed financial analyses, prepares fiscal reports, and supports Division programs in applying sound fiscal practices consistent with State and federal requirements. The role requires coordination with program units, Bureau leadership, and control agencies to promote accuracy, accountability, and efficiency in fiscal management. Work performed by the Fiscal Management Unit Coordinator involves a moderate degree of analytical and administrative complexity. The incumbent independently applies established fiscal and accounting procedures to varied situations requiring attention to accuracy, timeliness, and compliance with policy. Assignments typically involve the review, reconciliation, and interpretation of financial data within defined parameters, requiring sound judgment to identify discrepancies, recommend corrective actions, and ensure the integrity of fiscal transactions. Decisions are guided by State Finance Law, OSC and DOH policies, and standard accounting principles. Errors in analysis or reporting may affect the accuracy of Division financial records, funding availability, and audit compliance. The position requires consistent attention to detail, discretion in handling financial data, and the ability to coordinate multiple priorities under tight deadlines.

Requirements

  • Permanent Transfer Candidates: Current NYS Department of Health employee with one year of permanent or contingent permanent, competitive, service as a Health Program Administrator, SG18 OR a current NYS employee with one year of permanent or contingent permanent, competitive, service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the NYS Civil Service Law to Health Program Administrator, SG18, Health Program Administrator Trainee 1, NS, or Health Program Administrator Trainee 2, NS.
  • Non-Competitive Candidates via NY HELPS Program:
  • Health Program Administrator: Six years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
  • Health Program Administrator, Trainee 2: Five years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
  • Health Program Administrator, Trainee 1: Four years of experience in the administration, supervision, and oversight of agency programs including but not limited to the design, implementation, administration, management, operation, and assessment of program effectiveness.
  • Substitution: An associate degree may substitute for two years of experience; a bachelor's degree may substitute for four years of experience; a master's degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.

Nice To Haves

  • Certifications / Licenses: Relevant certifications in finance, accounting, or public administration (e.g., Certified Government Financial Manager (CGFM), Certified Public Accountant (CPA), or similar) are preferred.
  • Experience: A minimum of 1-2 years of experience in financial management, budgeting, or accounting in a government or public health setting; Experience with New York State financial systems, such as SFS (Statewide Financial System), is desirable; Familiarity with state and federal regulations related to public health funding and finance.
  • Knowledge / Skills / Abilities: Proficiency in financial analysis, budgeting, and reporting; Strong organizational skills and attention to detail; Knowledge of internal control principles and risk management processes; Ability to interpret and apply financial policies, procedures, and regulations; Strong analytical, communication, and problem-solving skills; Proficiency in financial management software and tools, including Excel or equivalent programs; Ability to work collaboratively in a team environment and independently when necessary.

Responsibilities

  • Maintains and reconciles fiscal records; reviews and processes transactions; prepares financial summaries and reports; ensures accuracy and compliance with State and Department fiscal policies.
  • Assists in preparing and monitoring annual budgets; compiles expenditure data; prepares modification requests and forecasts to support program and Division planning.
  • Supports internal control systems, risk assessments, and audit readiness; reviews documentation for accuracy and policy compliance; assists in implementing corrective actions.
  • Coordinates daily fiscal operations; supports staff training and workflow organization; prepares correspondence, reports, and documentation to improve fiscal processes and efficiency.
