About The Position

The Compliance and Conduct Unit Investigator (Health Systems Specialist 1 EMC) conduct investigations, licensing evaluations, and field inspections of EMS agencies, training programs, and certified providers to ensure compliance with Article 30 of the Public Health Law and related regulations. Investigators perform on-site surveys, evaluate operational and clinical performance, and review allegations involving EMS personnel or organizations. The role requires strong analytical, communication, and documentation skills to ensure findings are objective, evidence-based, and aligned with Division standards. While not routine, this position may also be called upon to support or respond to emergency operations or significant incidents, providing subject matter expertise and operational support consistent with the Division's emergency management responsibilities. Working under direct supervision, the Investigator plays a critical role in safeguarding patient care, sustaining regulatory integrity, and ensuring the reliability and readiness of New York State's EMS system.

Requirements

  • New York State DOH Emergency Medical Technician-Basic (EMTB), or Advanced EMT - Intermediate (AEMT-I) certification AND four years of administrative experience in an EMS program including work as a professional EMS planner; county or regional emergency medical administrator/coordinator, administrator or officer position with an ambulance squad, or EMS educator or trainer.
  • Substitution: EMS experience in an ambulance service, or advanced life support first response service, may be credited on a month-to-month basis for up to two years of the required experience. College study may be substituted for up to 2 years of the required experience at the rate of 30 credit hours for 1 year of experience.

  • Certifications / Licenses: Current New York State DOH EMT, AEMT, EMT-CC, or Paramedic certification (required); Incident Command System (ICS) training: ICS-100, ICS-200, ICS-300, IS-700, IS-800.
  • Experience: At least 4 years of experience in EMS operations, compliance, healthcare administration, or emergency management; Experience conducting investigations, audits, or inspections in a regulated environment preferred.
  • Knowledge / Skills / Abilities: Comprehensive understanding of EMS laws, regulations, and operational standards; Proficiency in case documentation, data systems, and report writing, Ability to communicate findings clearly to EMS agencies, legal staff, and the public; Strong organizational, analytical, and interpersonal skills; Ability to interpret policies and apply sound judgment in sensitive situations.

Responsibilities

  • Inspections and Compliance Reviews: Conducts on-site surveys of EMS agencies and training programs to assess compliance with state laws, regulations, and operational standards; reviews records, observes field operations, and documents findings; prepares inspection reports and recommends corrective actions or licensing determinations.
  • Investigations and Enforcement: Performs investigations into complaints or allegations of misconduct involving EMS providers or agencies; collects evidence, conducts interviews, and prepares investigative summaries and recommendations; coordinates with legal counsel, regional EMS councils, and law enforcement as appropriate.
  • Emergency Response and Field Support: Provides on-scene assessment, field intelligence, and coordination support during public health emergencies and disaster activations; operates assigned response vehicle and communication systems to relay situational updates to the Division's operations centers.
  • Documentation and Reporting: Prepares detailed case reports, statements of deficiency, and corrective action plans; maintains case files and electronic records in accordance with Division and audit standards; ensures accuracy and confidentiality in all documentation.
  • Administrative Support and Coordination: Assists with scheduling, workload coordination, and quality control; supports policy development, peer mentoring, and cross-functional projects; participates in training and staff development activities to enhance unit effectiveness.
