About The Position

The Staff Services Manager II (Supervisory) position at the Department of State Hospitals in Napa County is a permanent, full-time role that involves significant responsibilities in overseeing administrative functions within the Central Nursing Services. Reporting directly to the Nurse Administrator, the incumbent will supervise a growing team of administrative staff, including Staff Services Analysts and Associate Government Program Analysts. This role is pivotal in managing nursing recruitment efforts and conducting analytical studies that inform departmental operations. The SSM II will provide subject matter expertise on departmental procedures, evaluate and formulate program alternatives, and advise on policy formulation, making recommendations to the Nurse Administrator on various administrative and program-related matters. In addition to direct supervision, the SSM II will lead nursing recruitment initiatives, which include sourcing, screening, and recommending qualified candidates to ensure high-quality patient care. The incumbent will collaborate closely with nursing schools and healthcare organizations to attract top talent and will actively participate in local, state, regional, or national recruitment events, such as career fairs and college recruitment days. Responsibilities also encompass developing and implementing a comprehensive nursing recruitment plan, managing outreach and marketing efforts, and ensuring compliance with state and federal employment laws. The SSM II will work in partnership with local Human Resources to enhance recruitment strategies and will consult with the Sacramento recruitment unit to promote the department's initiatives. Furthermore, the role includes overseeing the Career Development Program at DSH-Napa and administering the facility's Post and Bid program for level of care staff, in conjunction with the Central Staffing Office Nursing Coordinator. Candidates must demonstrate strong communication skills, the ability to work with diverse personalities, problem-solving capabilities, and sound judgment in decision-making. Proficiency in Microsoft Office programs is also essential for success in this role.
