About The Position

A SOO serves as primary interface between the customer’s Headquarters Staff and the operational elements either at Home Station, in other CONUS locations, or forward deployed to OCONUS locations. The SOO, working under the direction of the customer, plans, coordinates, and advises on HUMINT operations. Supports home station and deploys operational elements by providing operational research, analysis, and advice in furtherance of the customer’s objective to acquire intelligence. Provides substantive feedback and evaluation of HUMINT operations, and ensures operations are conducted in accordance with applicable laws, regulations, and policies and in compliance with Intelligence Oversight requirements. Utilize customer-specific databases to conduct research and to write summaries, reports, official correspondence, and guidance. Develops and/or contributes to the development of Operations Orders (OPORDS) and Concepts of Operations (CONOPs), ICD-304 operational and coordination cables, and other official communications. Assist with the implementation of Intelligence Community directives and procedures legally required to facilitate operational requirements and draft comprehensive written reports for direction and guidance of current/future operations. Provides thorough and knowledgeable briefings to the customer. Coordinates with analysts to ensure the provision of intelligence support packets, production reviews, targeting packets, counter-intelligence reviews to support Senior or Annual Review Panels, and support asset validation. Assists the customer in the maintenance of required Asset Management files using appropriate classified systems to ensure complete source dossiers are maintained in accordance with regulations. Collaborate with reports officers and intelligence analysts to improve collection efforts and achieve operational benchmarks set by the customer. Supports pre-mission training events for force provides; and plans, manages, and executes Staff Mission Briefs (SMBs). Perform other duties as required. Regular and reliable attendance on a full time basis [or in accordance with posted schedule]. Responsible for exhibiting professional behavior with both internal and external business associates that reflects positively on the company and is consistent with the company's policies and practices. Requirements

  • Demonstrates proficiency in researching, building, staffing, and presenting information briefs and decision briefs to audiences at the rank equivalent of O-5/GS-14 and above.
  • Superior understanding of advanced HUMINT operational techniques, HUMINT authorities, HUMINT collection processes, the HUMINT operational cycle, Intelligence Oversight, and the Intelligence Cycle.
  • Ability to communicate effectively, both verbally and in writing, as well as to establish and maintain a strong customer-focused working relationship.
  • Proficient with the Microsoft Office suite of applications.
  • High School Diploma required.
  • Eight (8) years of total intelligence experience within the DoD intelligence enterprise or national Intelligence Community agencies.
  • Completed at least two (2) operational assignments as a HUMINT core collector.
  • At least five (5) years of experience as a SOO or Desk Officer directly supporting HUMINT operations, including at least one (1) year supporting HUMINT operations outside of traditional warzones.
  • Ability to obtain/maintain a TS/SCI DoD clearance, U.S. Citizenship required.

Nice To Haves

  • DOD, DoS, DHS, IC, or equivalent training/course completion preferred.
  • In-depth knowledge of SOF and or CT intelligence experience is highly desirable.
