About The Position

Headquarters Allied Joint Force Command Norfolk (JFCNF) provides a resilient, static Joint headquarters to plan, prepare and conduct operations across all domains in peacetime, crisis and conflict, in order to support NATO’s three core tasks, at the Joint Operational level, as directed by SACEUR. The Operations Directorate is responsible for directing, monitoring, assessing and coordinating operational effects and staff functions. It assists and provides advices in the execution of assigned responsibilities and duties regarding all regionally and focused operational activities. The J3 Division is responsible for the implementation and oversight of operational plans, procedures and techniques to ensure effective C2 of assigned forces in peacetime, crisis and conflict. It supervises the activities of the J33 Current Operations Branch and its 24/7 Joint Operations Centre (JOC) capability, J35 Coordination and Synchronization Branch, Joint Fires and Effects Branch, the Force Protection Branch, and the Joint Assessment Branch. The Joint Assessment Branch is responsible for the gathering of evidence to provide formal feedback on the progress and results of an operation in order to inform decision-making and adjust the plan. The Operational Assessment Section focuses on assessing the mid-term planning-horizon in order to support operations synchronisation. An assessment of progress towards the end of the current phase or upcoming decisive conditions is required to support course of action development or adjustment and, possibly, branch planning. Within the office, the incumbent provides tailored analysis to assist in the assessment process using data drawn independently and from a variety of sources.

Requirements

  • University Degree and 4 years post related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience.
  • Professional experience in the field of fiscal control and accounting operations.
  • Experience of military modelling, simulation and war gaming together with expertise on computer systems and related applications.
  • Knowledge of joint and/or combined operations at both operational and tactical levels.
  • Ability to apply standard Operational Research techniques to include statistical analysis, mathematical modelling, project management, simulation, linear programming and other analytical techniques.
  • Proficiency in computer software programmes designed to apply analytical techniques.
  • English - SLP 3333 - (Listening, Speaking, Reading and Writing)

Responsibilities

  • Works with Section Head to determine how best OA can support the work of the Section and Branch.
  • Provides the J10 Assessment Branch with scientific advice and an objective, scientifically based problem solving capability.
  • Conducts analytical studies to support decision-making in areas such as joint warfare, stability operations, political military affairs and so on.
  • Assists in developing metrics and the means through which these metrics can support the Assessment process.
  • As required, supports the wider Operational Planning Process through the provision of OA support.
  • Leads in training OA personnel.
  • Undertakes work as part of a project team or working group as directed or assigned
  • The incumbent provides tailored analysis to assist in the assessment process using data drawn independently and from a variety of sources.
