About The Position

Kentucky Public Pensions Authority (KPPA) is currently seeking a Staff Attorney III for the Division of Non- Advocacy. Located in Frankfort, Kentucky, KPPA is responsible for the daily administration of three state administered retirement systems with over $29 billion in combined assets. These systems have a membership of more than 444,000 state and local government employees in the Commonwealth of Kentucky, including state employees, state police officers, city and county employees, as well as non-teaching staff of local school boards and regional universities. This position provides legal advice to KPPA’s managers, directors, and executive staff, and boards of trustees and the appeals committees of the Kentucky Retirement Systems and County Employees Retirement System. This position reviews legal documents, proposed legislation and regulations, and drafts legal memoranda on issues relating to the administration of the retirement systems. Requirements

  • Must have two years experience as a licensed attorney in the practice of law.
  • Must be admitted to practice law and in good standing in the Commonwealth of Kentucky OR comply with Kentucky Supreme Court Rule (SCR) 2.111 (limited certification of admission to practice), SCR 2.112 (attorney participants in defender or legal services programs), SCR 2.117 (practice pending admission).
  • Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Employing agency is responsible for ensuring employee possesses and maintains required licensure(s), certification(s), or other credentials.

Responsibilities

  • Is legal counsel and provides legal advice to the appeals committees (or other assigned committees) of the KPPA and the CERS and KRS Boards of Trustees
  • Serves as the agency ethics officer
  • Ensures all Boards comply with Kentucky’s Open Meetings Laws
  • Drafts regulations, memos, policies and procedures
  • Reviews proposed state or federal legislation and regulations, and drafts research memoranda and analyzes for review and approval by agency management
  • Reviews requests for proposals or qualifications, and drafts and negotiates (or reviews) contracts with vendors
  • Provides legal advice to other KPPA staff, divisions, and departments on a variety of issues
  • Participates in special projects, as assigned
