About The Position

The Global Benchmarking & Innovation team within the Department of Operations Planning identifies best practices and strives to gain insights from external organizations, principally peer transit agencies and benchmarking organizations to support MTA NYCT goals and objectives. Our team supports NYCT's operating departments (Subways, Buses, Paratransit) by providing information on our relative performance of our system compared to our global peers, as well as providing information on how peers have solved common challenges in the world of transit planning, policy, operations, and maintenance. Our team is also responsible for facilitating the strategic implementation of pilot projects, identified through the identification of global best practices.

Requirements

  • A Baccalaureate degree from an accredited college with a major in engineering, urban studies, geography, transportation science, urban planning, economics, business, public administration, political science, or related fields.
  • Five (5) years of full-time paid experience in transportation planning, scheduling, or operations for Principal Transportation Planner.
  • Four (4) years of full-time paid experience in transportation planning, scheduling, or operations for Senior Transportation Planner.
  • Two (2) years of full-time paid experience in transportation operations planning for Transportation Planner.
  • One (1) year of full-time paid experience in transportation operations planning for Assistant Transportation Planner.
  • A Master's degree from an accredited college with a major in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field for Associate Staff Analyst.
  • One (1) year of satisfactory full-time professional experience in relevant fields for Associate Staff Analyst.

Nice To Haves

  • Strong understanding of transportation planning practices and policy, especially if gained within a large, multimodal transit agency or consulting firm.
  • Excellent analytical skills, with the ability to interpret a large variety of data sources and draw out the policy implications.
  • Exemplary communication abilities (written, presentation, and verbal).
  • Experience with Excel and GIS.
  • Experience with Power BI, Tableau, SQL, Python, and R.

Responsibilities

  • Analyzing various data sources, studies and performance indicators produced by benchmarking organizations and external transportation organizations.
  • Providing robust key performance indicator data to international benchmarking organizations and analyzing data from these organizations to benchmark NYCT's relative performance.
  • Identifying the key policy implications for NYC Transit from benchmarking research and communicating these implications to internal decision makers.
  • Undertaking independent research to identify best practices across different aspects of transportation policy and practice.
  • Collaborating with all departments within the MTA to understand the current and future challenges facing public transit in NYC.
  • Assisting with other department-wide analyses which will require strong quantitative, programming and GIS skill.
