About The Position

The Accounting Manager is responsible for overseeing the company’s accounting operations with primary responsibility for managing complex payroll processes in a construction and prevailing wage environment. This role ensures accurate and compliant payroll processing, certified payroll reporting, job cost integrity, and adherence to federal, state, and local labor regulations including Davis-Bacon and state prevailing wage requirements.

Requirements

  • Bachelor’s degree in Accounting, Finance, or related field.
  • 3+ years of accounting experience in construction.
  • 2+ years of hands-on prevailing wage and certified payroll experience.
  • Strong knowledge of: Davis-Bacon Act State prevailing wage laws Wage and hour regulations Fringe benefit calculations
  • Experience with Paycom software.
  • Strong understanding of job costing and labor burden.
  • Advanced Excel skills.
  • Exceptional attention to detail.
  • Strong understanding of compliance risk.
  • Ability to manage deadlines tied to payroll and project reporting.
  • Analytical mindset with strong problem-solving skills.
  • Effective communication with field teams and leadership.
  • Ability to handle confidential payroll data with discretion.

Responsibilities

  • Manage full-cycle payroll processing (weekly) for field and office employees, including multi-state payroll.
  • Ensure accurate calculation of: Prevailing wages (federal and state) Fringe benefit allocations and true-ups Overtime and weighted overtime Union wages and deductions (if applicable) Per diem and travel pay
  • Prepare and review certified payroll reports (Davis-Bacon and state equivalents).
  • Ensure compliance with Department of Labor regulations and state labor agencies.
  • Monitor apprenticeship ratios and proper worker classifications.
  • Reconcile payroll to job cost reports and the general ledger.
  • Manage year-end processes including W-2s and 1099s.
  • Respond to payroll audits, labor compliance reviews, and agency inquiries.
  • Oversee labor cost coding to ensure accurate job costing.
  • Review timekeeping systems for compliance and accuracy.
  • Work closely with project managers to ensure labor costs align with budgets.
  • Monitor labor burden rates and fringe calculations.
  • Assist in estimating labor burden for bids when necessary.
  • Ensure proper tracking of equipment, travel, and reimbursable labor costs.
  • Oversee month-end close process.
  • Review and post payroll-related journal entries and accruals.
  • Prepare account reconciliations.
  • Assist with WIP schedules and revenue recognition support.
  • Ensure compliance with GAAP and internal policies.
  • Coordinate with external auditors and tax advisors.
  • Develop and maintain documented payroll and compliance procedures.
  • Maintain segregation of duties and strong internal controls.
  • Identify process improvements and system automation opportunities.
  • Serve as liaison between accounting, HR, and operations.
