DFW International Airport is seeking a Senior Treasury Manager who will play a significant role in developing the Airport's debt management strategy. This role will be responsible for modeling and executing transactions that minimize the cost of capital and ensure ample liquidity and debt capacity to meet the Airport's significant in-flight capital projects. Under general leadership of the Vice President, Treasury Management, the Senior Treasury Manager will conduct rating agency reviews, develop investor presentations, direct the activities of the Airport's financial advisors, manage day-to-day interactions with underwriters, engage with third party counsel, and conduct independent research to identify efficient funding strategies consistent with the Airport's credit ratings and financial goals. The Senior Treasury Manager will also be responsible for the Airport's Passenger Facility Charge (PFC) program, including the tracking of expenditures and submittal of PFC applications to the FAA. The Senior Treasury Manager will support key financial processes of the Airport including annual budgeting, forecasting, and audit workstreams.

  • Leads all modeling efforts to support the Airport's $7.5 billion debt portfolio, including analyzing future bond issuances and utilization of its $1.35 billion of CP programs.
  • Supports the development of debt-related presentations for ratings agencies, investors, executive leadership, and Board of Directors.
  • Plans and executes long-term debt issuances and short-term funding strategies.
  • Utilizes financial software (such as Oracle, Debt Book) to develop the budget, forecast, and tracking of expenditures for taxable and tax-exempt debt proceeds.
  • Manages relationships with third party service providers including financial advisors, underwriters, bond counsel and disclosure counsel.
  • Collaborates with financial reporting, capital planning, and accounting teams to ensure alignment of debt with cash flow projections and develop variance reporting.
  • In partnership with third party consultants, develops and submits Passenger Facility Charge (PFC) application to FAA.
  • Administers PFC program by ensuring timely reporting and movement of funds.
  • Develops monthly CFO report to track forecasted funding rates, debt maturities, interest expense, significant updates in the municipal bond market, and other capital markets trends.
  • Supports the annual financial audit by providing timely PBC submissions and partnering with accounting to adhere to timelines.
  • Performs other related duties as assigned.
  • Bachelor's degree in business administration, public administration, accounting or finance.
  • Eight (8) plus years of Treasury experience, including structuring bond offerings and managing end-to-end issuance process.
  • An equivalent combination of education and/or experience may be substituted for the above.
  • Knowledge of accounting principles and practices of business and public finance.
  • Knowledge of FAA rules and regulations pertaining to grant-funded projects and PFCs.
  • Experience with compliance reporting for municipal debt programs.
  • Ability to work independently in a deadline-driven environment.
  • Advanced excel modeling and presentation skills.
  • Curious mindset with a track record of conceiving and implementing process improvements.
