About The Position

The Senior Technical Assistance (TA) Specialist will serve as a subject matter expert on policy/system strategies to reduce housing instability and homelessness for families with children prenatal to three, contributing to development and implementation of ZTT’s policy priorities and strategy in these and related areas. The Senior TA Specialist will provide technical assistance to states and communities (e.g. coalitions, policymakers, advocates, government agency staff, etc.) to assist them in making improvements to policies and systems to better support infants, toddlers and their families; conduct research and develop written materials for a variety of audiences; track and analyze promising policy/system initiatives to improve outcomes for young children and families and policy/system changes at the state and federal levels re to housing and homelessness; facilitate cross-state learning opportunities; facilitate feedback loops between local, state and national policy; and contribute to the overall work of the Policy Center.

Requirements

  • 10 years of relevant work experience.
  • Minimum of 2-4 years of experience working in housing and/or homelessness policy/system development/implementation.
  • Experience planning, coordinating, and providing technical assistance, coaching or training.
  • Excellent group facilitation and public speaking skills.
  • Excellent analytic and writing skills.
  • Strong organizational skills and the ability to manage multiple responsibilities effectively.
  • Strong interpersonal skills, including the ability to work collaboratively.
  • Comfortable working as a member of a remote team.
  • Self-motivated, ability to work as part of a team and independently.
  • Ability to listen attentively to verbal and non-verbal cues.
  • Ability to travel, including occasional overnight stays.

Responsibilities

  • Serve as a subject matter expert on policy/system strategies to reduce housing instability and homelessness and its impact on expectant parents, infants, toddlers and their families.
  • Provide relationship-based technical assistance and consulting (virtual and in-person) to states and communities.
  • Conduct research and analysis of policy, system and funding approaches to improve outcomes for young children.
  • Develop TA tools and policy resources on policy/system issues impacting young children and families.
  • Track promising policy/system initiatives to improve outcomes for young children and families.
  • Facilitate cross-state in-person and virtual learning opportunities and communities of practice.
  • Facilitate feedback loops between local, state and federal policy teams.
  • Serve as the 'baby voice' with national groups/coalitions and TA collaboratives.
  • Contribute to evaluation and continuous quality improvement efforts of TA and consulting efforts.
  • Develop and strengthen relationships with leaders in states and communities and partner organizations.
  • Contribute to cross-team Policy Center initiatives.
  • Garner visibility for ZERO TO THREE and infant and toddler policy issues through presentations.
  • Contribute to grant proposals and reports to funders.
  • Perform other duties as assigned.
