About The Position

The Subcontracts Lead is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. L3Harris Subcontracts is an incredibly diverse landscape of technologies, products and services for development articles, production, technical & professional services requirements. Subcontracts leverages the variety of subcontract types, (i.e fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation/request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor. Other duties include change management, risk management, management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment. Subcontracts also supports business development activities on new pursuits and proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability and quality management system assessments. Subcontracts support government, customer and internal audits as required.

Requirements

  • Bachelor's Degree and minimum 6 years of prior relevant experience.
  • Graduate Degree and a minimum of 4 years of prior related experience.
  • In lieu of a degree, minimum of 10 years of prior related experience.
  • Must be able to obtain Secret Clearance.

Nice To Haves

  • DoD Clearance is desired, but not required.
  • Total relevant professional experience to be minimum of 7 years in Subcontracts.
  • 7 years of experience using MRP systems software.
  • Minimum 5 years experience with Microsoft Office Suite (Outlook, WORD, Excel including pivot tables, V-lookup, etc., PowerPoint, etc.).
  • Demonstrate a strong attention to detail and a high degree of accuracy.
  • Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptable.
  • Experience as Cost Account Manager for Subcontracts managing budgets and sales forecasting.
  • Proficient in Microsoft Suite of Products (Word, Excel, PowerPoint, etc.).
  • Lean Six Sigma experience.

Responsibilities

  • Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program.
  • Serve as Subject Matter Expert with advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).
  • Utilize advanced negotiation skills, subcontractor management and program risk management experience.
  • Review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.
  • Apply advanced knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and Conditions, policies and procedures.
  • Problem solve by leveraging experience and through analysis of data.
  • Understand Subcontracts relationship with other functions such as Contracts, Program Management, Finance, Engineering, Quality, Business Development and others.
  • Analyze diverse set of issues and communicate effectively to Program(s) and Supply Chain Executive Leadership.
  • Work closely with SCMs, Program Management and Technical personnel, to support/manage high-dollar value proposals and subcontracts.
  • Identify processes, requirements, Statement of Works improvements and propose changes, including Supply Chain risk mitigation strategies.
