About The Position

The Spectrum Superiority (S2) Sector of L3Harris is seeking a Sr. Specialist, Program Finance to join the team at our Salt Lake City, UT HQ location. Our Program Finance Analysts play a key role in keeping our programs on track using a variety of performance management techniques including extensive use of Earned Value Management (EVM) to ensure accurate and complete financial information is available to our internal and external customers. We are seeking a proactive, self-starter with the ability to work effectively in a team environment. Must possess excellent communication and interpersonal skills to be able to collaborate with key functional stakeholders including Program Management and Engineering. Ideal candidate must be detail oriented with strong organizational skills and be capable of multi-tasking. Successful candidates will demonstrate an aptitude for efficiency, problem-solving, and resourcefulness, with a commitment to quality while developing their leadership skills as a key business partner. In this role, the individual will serve a vital function by applying Earned Value Management (EVM), Finance, and accounting skills to prepare financial reporting and forecasting on multiple defense programs; use metrics associated with management best practices; and prepare reports and forecasts to reflect Orders, Sales, Profit, and Cash.

Requirements

  • Bachelor’s degree and minimum 6 years prior relevant finance experience.
  • Graduate degree and minimum 4 years prior related finance experience.
  • In lieu of a degree, minimum 10 years prior finance experience.

Nice To Haves

  • Significant knowledge of Earned Value and EVMS.
  • Advanced experience with Excel and other Microsoft Office tools.
  • Experience with creating financial forecasts.
  • Working knowledge of Federal Acquisition Regulations (FAR), Cost Accounting Standards (CAS), and Generally Accepted Accounting Principles (GAAP).
  • Ability to build collaborative relationships, earn trust, and thrive in an inclusive environment.
  • A broad experience and understanding with business financial management techniques including government and commercial contracts, earned value analysis, cost analysis, financial planning, cash flow, progress payments and billing milestones.
  • Experience with Deltek Cobra, Empower, PM Compass and SAP.
  • DoD contractor experience preferred.
  • Experience with full EVMS contracts and CSDR submittals.

Responsibilities

  • Acts as the subject matter expert for financial performance of their programs, providing management with an early warning of potential performance issues, identifying risks and offering solutions.
  • Guide program financials including development of time-phased integrated budgets and schedules, Earned Value (EV) data compliance and reporting, cost accounting and ongoing overseeing of cost and schedule integration.
  • Budgeting, cost control and variance analysis, internal/external reporting, risk management and financial support.
  • Development of quarterly EACs; analyze/assist in accurate projection of Estimate to Complete (ETC), Estimate at Complete (EAC) and Latest Revised Estimate (LRE) data.
  • Generate program financial artifacts such as EV reports, graphs, and analysis, as required to include customer reporting.
  • Educate PMO and CAMs with internal reports on cost and schedule performance.
  • Provides suggestions and implementation of new process improvement initiatives.
  • Perform ad-hoc analysis, data integrity checks, and validations related to program financials.
  • Mentoring of junior analysts on how to perform extensive investigations and identifying the root cause of problems.
