Primary Purpose PRIMARY PURPOSE OF POSITION Regulatory Policy 1. Act to provide data and analytical support for specific segments of regulatory filings and/or audits. The Revenue Policy function is to plan, coordinate, recommend and support revenue requirement strategies for timely development of filings, along with responding to informational and audit requests from internal and external parties. 2. Assist with research and analysis of accounting, tax and financial issues associated with regulatory matters. Effectively communicate the analysis to appropriate management. 3. Apply critical analytical skills in the preparation of regulatory data filing requirements for rate case (distribution and transmission) proceedings. Assist in the drafting of witness testimony and prepare responses to discovery (data) requests of regulators and external parties. 4. Monitor regulatory hearings, proceedings and meetings (of Pepco and Delmarva Power). Prepare and analyze impacts of potential outcomes as requested. Regulatory Compliance 1. Under the direction of the Regulatory Compliance Manager, act as a conduit for regulatory compliance matters including but not limited to all records management matters to/from Pepco and Delmarva Power and Exelon, track and report ongoing commitments, and support other regulatory compliance policies and procedures. Provide day to day analytical and tactical support for Pepco and Delmarva Power Records and Information Management program and Commitments tracking program. Sustain adherence to the company's records and information management program by providing hands-on support to all Pepco and Delmarva Power departments. Sustain and respond to Commitments tracking inquires and maintenance. Enforce document control policies and deliver training in records and information management procedures, commitments tracking and reporting, and other regulatory compliance matters as needed. 2. Additionally, act as a subject matter liaison concerning a variety of other compliance areas facing the organization. Monitor and coordinate activities to manage compliance performance including regular status of compliance activities. Make recommendations for improvements and implement approved change to support Regulatory Compliance. Provide analytical and operational support to the Regulatory Policy & Strategy business unit including support for specific segments of the regulatory compliance initiatives. Position may be required to work extended hours, including 24 x 7 coverage during storms or other emergencies.

Requirements

  • BS or BA in a quantitative field such as Business, Economics, Finance, Accounting or Engineering, OR in lieu of bachelor's degree, 6-9 years of related business experience.
  • Five or more years electric and/or gas utility experience, primarily in the regulatory, rates, accounting, financial, or strategic planning areas.

Nice To Haves

  • Advanced degree in Accounting, Finance, Business, Economics; CPA
  • Seven or more years of utility experience with five or more years experience with regulatory filings.

Responsibilities

  • Administer the company's records and information management and commitments tracking initiatives to ensure the company adheres to internal and external requirements.
  • Provide guidance and support to the business on best practices for tracking, storage, retention, retrieval and destruction of physical records and documents consistent with corporate policy, state and federal regulatory requirements, and other agency guidelines.
  • Support best practices in commitment tracking reporting, documentation and maintenance and records and information management.
  • Provide support for compliance to any data privacy and data sharing policy and/or program (75%)
  • Assist with data analysis for specific segments of regulatory filings and/or audits.
  • Prepare analysis for strategic options to facilitate timely cost recovery through the generation of regulated revenue.
  • Provide data and supporting analyses in the development of rate filings, including responses to information requests. (35%)
  • Assist with accounting, tax, financial, economic and other quantitative and qualitative analyses of regulatory matters.
  • Responsibilities include research, analysis, monitoring and the preparation of appropriate written and oral reports for management (25%)
  • Provide data and support for the preparation of written testimony, regulatory audits and post-filing implementation requirement activities. (20%)
  • Support and monitor regulatory hearings, proceedings and meetings.
  • Assist in the analyses of accounting and financial impacts on the company of potential outcomes.
  • Assist with preparation of appropriate reports to management identifying issues and suggesting appropriate actions to address issues raised by commission decisions and rule making.Regulatory Compliance (20%)
  • Provide support to the other functions within Regulatory Compliance.
  • Provide support to the Regulatory Policy & Strategy business unit as emerging projects and issues arise. (100%)
