Youth and Family Services Division (YFS) of Child Family and Adult Services (CFAS) provides a variation of services to safeguard children by strengthening the protective capacities of families whose children’s health, safety and well-being are at risk. Youth & Family Services (YFS) is currently seeking a Senior Quality and Training Specialist within the Division’s Continuous Quality Improvement (CQI) team. The incumbent is mainly responsible for reviewing products to ensure quality, preparing reports, and keeping records on employee and department performance, providing highly technical training to employees. This position collaborates with NC Department of Health and Human Services, YFS Policy and Practice Model team as well as the YFS Training team to ensure equitable and quality processes meet operational standards to enhance service delivery and mitigate safety and risk. The incumbent will be part of the Continuous Quality Improvement (CQI) team which provides support to the Youth & Family Services (YFS) Division in areas such as quality sampling of cases for all services areas within YFS, review and preparation of reports in cases involving child fatalities as well as high profile media cases in Mecklenburg County that have any CFAS/YFS history. As a result of the team’s expertise on related policies and procedures, the team also collaborates extensively with internal staff, State and Federal partners in regard to sensitive information and various projects. This position will be located at the County Courts Office Building (CCOB) 720 E 4th St, Charlotte, NC 28202. The work hours for this position are 8:00am – 5:00pm. Requirements

  • Minimum of four years of quality control or training experience.
  • Bachelor's degree in a related field.
  • Requires a valid North Carolina or South Carolina Driver's License
  • Requires County Driving Privileges

Nice To Haves

  • Experience working with Learning Management Systems
  • Development and evaluation of valid and reliable qualitative research
  • Experience in multiple Child Welfare areas (i.e.: Intake, Investigations, Family in Home Services, Permanency Planning, Adoptions, Independent Living) and strong understanding and knowledge of North Carolina Child Welfare policy.
  • Superior ability to work as part of a team as well as independently and adapt to various competing demands while demonstrating the highest level of attention to detail.
  • Proven ability to maintain objectivity and handle confidential information with discretion.
  • Exceptional written and verbal communication skills as this position requires interaction with internal staff, State and Federal partners in regard to sensitive information.
  • Advanced skills in Microsoft Outlook, Excel, Word, PowerPoint skills, basic web principles and preferably knowledge and skill in use of Child Welfare electronic records.

Responsibilities

  • Perform root-cause analyses and assessments at the organizational, team, and individual levels.
  • Test services, analyze results and make recommendations for improvements.
  • Ensure services meet specifications and understand and ensures regulatory compliance.
  • Develop and implement processes and procedures meant to improve quality throughout an assigned area.
  • Perform reviews of finished or in-process procedures, analyzes data, and identifies trends in defects.
  • Investigate quality failures and recommends changes to internal procedures to prevent future quality issues.
  • Assess and report on the impact of process changes on quality.
  • Develop assessment tools and data collection methods in order to identify service delivery/compliance problems and participating in the alteration of systems as necessary.
  • Assess the training needs of employees.
  • Assist with marketing training programs through the organization to enhance employee awareness and participation.
  • Consult with internal customers to address identified performance problems and recommends, develops, and delivers appropriate learning solutions.
  • Develop and deliver both traditional classroom and online training using research, subject matter experts, or other knowledge sources to create effective original training programs customized to meet the specific needs of the department.
  • Identify meaningful ways to measure the effectiveness of various training solutions provided to the organization.
  • Manage the training equipment, training budget, and supplies, if applicable in the area of assignment.
  • Partner with management to assess performance problems through various information gathering methodologies such as focus groups, surveys, and employee interviews in order to provide an appropriate recommendation.
  • Obtain, organize, or develop training procedure manuals, guides, or course materials, such as handouts or visual materials.
  • Plan, implement and evaluate training activities for employees.
  • Some positions may be required to train in the implementation of enrollment and eligibility programs and activities in the PATH NC system
