About The Position

The Senior Project Manager, Real Estate will collaborate with department leadership to oversee a diverse portfolio of statewide real estate planning and transactions from community engagement and planning, environmental review and public approvals, closing, disposition, and construction. The Senior Project Manager will be an integral part of a small, dynamic team, responsible for managing intra- and interagency teams and consultants, negotiating with developers and other public and private partners; collaborating with elected officials and other community stakeholders; and analyzing project financing.

Requirements

• Bachelor’s Degree required; graduate degree in real estate, urban planning, business, law, public policy, or related field preferred.
• 3+ years in at least one of the following fields: real estate, economic development, affordable housing, urban planning, public administration or in a related demanding analytic environment preferred.
• Strong quantitative skills and financial underwriting, Excel proficiency is preferred.
• Strong demonstrated written and oral communications and presentation skills.
• Ability to 'set up the problem', manage projects against tight timelines, and work well in teams.
• Ability to look at the big picture and search for insightful, creative solutions.
• Ability to prioritize among competing needs and opportunities.
• Enterprising and resourceful, organized and results oriented.

• Knowledge of New York State and/or general issues relevant to economic development.

Responsibilities

• Coordinate multidisciplinary ESD project teams and NYS agency partners tasked with planning and disposing of underutilized State properties to facilitate large-scale housing, economic development, and open space projects throughout NYS.
• Execute real estate transactions including crafting term sheets and negotiating transactional documents such as ground leases, purchase and sales agreements, and PILOT payment structures.
• Manage public and private parties involved in project planning and design, securing entitlements, economic analysis, and real estate transactions.
• Work with ESD project teams and consultants in developing and implementing community engagement processes and conducting programmatic, design, and financial site feasibility analysis.
• Lead the drafting of Request for Proposals for portfolio properties and manage the proposal evaluation and designation process.
• Interface with staff at NYS agencies as well as with local and county governments.
