We are currently seeking to add an experienced Sr Project Manager/Engineer VIII to our dynamic team in Vancouver, Washington to serve as an owner’s representative in the delivery and administration of local Agency-led capital improvement construction projects. This is a part time variable role. Scheduled hours may vary. In this role, the ideal candidate will serve the local City agency to oversee the construction contractor’s compliance with contract documents. The candidate will take the lead serving to protect the local Agencies interests with oversight as construction manager and assigned construction inspectors in the delivery of complex municipal construction projects. The candidate will be the primary interface with the client, city stakeholders, utilities, construction contractors, and the public. This position is ideal for a municipal construction services leader who excels at contract administration, schedule and cost analysis, change management, and claims avoidance, and who understands the boundary between owner oversight and contractor control of means and methods.

Requirements

  • 15+ years in construction management/inspection
  • Bachelor’s degree in engineering, construction management or related field
  • Knowledge of Washington State public works, WSDOT/APWA standards, MUTCD traffic control, and environmental regulations
  • Ability to legally work in the United States
  • Valid driver’s license

Nice To Haves

  • Professional Engineer (PE) license
  • Construction Management experience on Local Agency projects
  • Experience managing construction for transportation, infrastructure projects, and municipal facilities.
  • Experience with federal funding (Davis-Bacon/Buy America) requirements for infrastructure construction projects.
  • Proficiency with Bluebeam and Microsoft Project

Responsibilities

  • Act as main point of contact for clients and contractors during construction
  • Assume primary responsibility for overseeing and documenting construction quality
  • Lead teams to manage construction management, submittal review, and document control for transportation, and utility infrastructure projects
  • Monitor and process RFIs, submittals, shop drawings, and design clarifications; recommend actions to the City/Engineer of Record (EOR)
  • Provide quality control and constructability reviews during project design process
  • Facilitate partnering sessions, progress meetings, and coordination with utilities and agencies to keep work compliant and moving.
  • Record data and review entries made by others
  • Prepare interim, and permanent final project records
  • Identify and manage construction risks, Support claims avoidance and dispute resolution
  • Lead change management: evaluate potential changes (scope, cost, time), prepare independent cost/schedule analyses, and recommend fair and equitable resolutions.
  • Implement QA/observation protocols; verify QC testing and inspection reports are completed by responsible parties and retained in project records.
  • Track budgets, allowances, and contingency; maintain change and risk registers to reduce exposure and surprises.
  • Coordinate startup, testing, and commissioning with the City, EOR, and contractor; track O&M manuals, training, warranties, and as-built/record drawing deliverables.
  • Lead punchlist and final acceptance processing; perform lessons learned and contribute to continuous improvement.
