About The Position

The Project Controls Manager is a pivotal support function within the organization, responsible for providing the Project Management team with the necessary tools, systems, and information to successfully deliver projects on time, within budget, and according to the specified scope. The Project Controls Manager will effectively liaise between Project Management, Project Controls, and Project Accounting to ensure accurate information sharing and reporting. The Project Controls Manager will be responsible for effectively capturing, tracking, and measuring a broad range of project scheduling, progress, manpower, productivity data, budget, risk, change, and cost information to satisfy QPS monthly close, and client reporting requirements. This position will provide leadership and direction to project controls professionals performing cost, schedule, change management, risk, metrics, and reporting duties. This role is responsible for transferring knowledge and developing junior project controls individuals as needed. Work assignments may include supporting a large megaproject, multiple concurrent projects, or an entire client program. Assignments could span various phases of the project lifecycle, front-end planning, proposal, or the execution phases of projects or programs.

Requirements

  • Bachelor’s degree in Construction Management, Engineering, Business, or related field; or Project Controls and industry experience, may be substituted
  • 20+ years of project controls experience with multi-year engineering, procurement, and construction projects, (EPC).
  • Experience and proficiency with cost systems, (e.g. Hexagon EcoSys or Contruent), is required
  • Experience and proficiency with Oracle Primavera (P6) is required
  • Strong knowledge of the Microsoft Office Suite is required
  • Maintain a safe office working environment
  • Strong knowledge of, and the interrelationship of, a thorough technical project scope definition, quality of the schedule and estimate, construction sequence and execution, procurement, and contracting strategies through substantial completion
  • Strong knowledge of Front-End Planning and gated processes
  • Knowledge of estimating processes and proposal development
  • Thorough understanding of project controls activities related to cost control, planning/scheduling, progress / manpower / productivity, change management, risk management, contingency management and reporting
  • Proven team player with the ability to work effectively in cross-function teams and to develop and maintain collaborative working relationships
  • Excellent interpersonal and communication skills (both written and verbal) with the ability to communicate effectively and professionally to all levels of the organization
  • Strong organizational and time management abilities; capable of managing multiple projects and priorities simultaneously
  • Innovative individual with pro-active, analytical approach to problem identification and resolution

Nice To Haves

  • Experience with Enterprise Resource Planning (ERP) systems, (e.g. Oracle Fusion, Oracle JD Edwards, or SAP), is a plus
  • Experience with Project Management systems like Procore, Hexagon Ecosys, or Oracle Unifier is a plus
  • Contract strategy and contract administration
  • PMP Certification is a plus

Responsibilities

  • Work closely with the Project Management team to understand project requirements, objectives, and constraints, and proactively support them in achieving project goals
  • Develop or modify Project Controls Execution Plan (PCEP), either in a standalone plan or part of the overall Project Execution Plan (PEP)
  • Assist with staff development in project controls processes and procedures
  • Adhere to internal standards, policies, and procedures
  • Support internal and external audits
  • Responsible for ad hoc requests and inquiries, as required
  • Ensure that deliverables are prepared and issued per the PCEP, with quality assurance
  • Manage, train, and mentor Project Controls professionals supporting the project or program
  • Establish, maintain, and update cost control budgets, actuals, commitments, and forecasts within QPS cost control system via Cost Breakdown Structure (CBS)
  • Ensure adherence to the Cost Breakdown Structure
  • Perform commitment analysis to support forecasting
  • Actively manage cost forecast; raise and facilitate the trend process; updates to forecast and cost flow
  • Manage Internal Operating Unit (OpU) and third-party subcontractor budgets, commitments, actuals and forecasting
  • Manage material and equipment vendor budgets, commitments, actuals, and forecast, including tracking cancellation clauses
  • Develop, review, and validate data with Engineering, Procurement, and Construction cost owners for cost incurred, earned value, and the forecast information
  • Quality Control (QC) and analysis of project controls deliverables including Estimate to Complete (ETC), and Estimate at Completion (EAC), changes
  • Develop and maintain professional services staffing plans
  • Develop monthly accruals as needed for all aspects of the project
  • Assist in the preparation and review of the Target Price Invoices, and Prime Contract progress payment applications
  • Review, code, and enter vendor and subcontract invoices, lien waivers, logs, against contract terms, into QPS accounting system
  • Interface with finance and accounting for understanding and forecasting all revenue and project cost expenditure, revenue recognition, customer invoicing, cash flow, margin analysis, and cash position analysis
  • Ability to be solely responsible for all cost analyst duties on a project or portfolio of projects
  • Oversee development and updating of the EPC Project Schedule
  • Establish Project Schedule baseline and variance analysis against the project baseline(s)
  • Ensure proper schedule resource loading
  • Collaborate with contractors, suppliers, and internal Operating Units to get schedule progress/updates monthly
  • Ensure adherence and proper use of logic, constraints, calendars, codes, etc.
  • Perform Acumen Fuse QA/QC schedule health check per the Project Controls Execution Plan
  • Support Risk Register development and management
  • Support Quantitative Risk Assessments (QRAs)
  • Identify, document, and assist with developing risk mitigation plans
  • Calculate and forecast project cost risk values and assess against remaining discrete contingencies and allowances
  • Log risks and trends for potential future forecast incorporation
  • Supporting project change processes by helping to create, review, track, and document project deviation notices, variations, and change orders to the contract
  • Communicate the impact of changes and trends with project management
  • Maintain change management logs; trends, deviations, variances, and change orders
  • Update the project approved budget, with change orders, and budget transfers
  • Ensure project changes contain proper documentation and tie to the OpU and and Subcontract change management process
  • Assimilate project information for weekly, monthly and quarterly customer and internal reports; create reporting graphics and tables using Power BI or other graphical software
  • Calculate, and explain, report variances, and other project metrics, including Cost Performance Index (CPI), Schedule Performance Index (SPI), and Percent Complete
  • Develop, maintain, and issue progress and performance, manpower, and commodity curves
  • Report annual and total project cash flow, for both cost and revenue
  • Update associated dashboards, weekly, bi-monthly, monthly, and quarterly reporting
  • Produce monthly status reports, cost reports, schedules, and other deliverables per the Project Controls Execution Plan
