We have an exciting opportunity for a Sr. Procurement Manager who will be responsible for leading the overall procurement activities associated within the Energetics & Propulsion Commodity team, for the Northrop Grumman portfolio.   • Lead and manage a team of acquisition professionals who are responsible for supplier subcontract management.
  • Partner with our suppliers to drive effective performance, strong relationship, and reliable health within the supply chain.
  • Manage internal customer and/or supplier issues.
  • Manage financial goals in relation to subcontract deliveries.
  • Drive the success of meeting business factory MRP.
  • Drive KPI Improvement Targets.
  • Develop plans to promote performance improvements.
  • Provide guidance regarding subcontract management of purchase orders utilizing integrated supply chain models.
  • Prepare all manner of solicitations including RFQ, RFP, and RFI.
  • Analyze quotations/proposals utilizing price/cost analysis techniques.
  • Develop negotiation strategies and lead formal negotiations (Price, Delivery, Terms).
  • Place Purchase Orders of high dollar levels and procurement complexity.
  • Perform risk analysis, and develop mitigation plans and solutions to problems.
  • Travel to RTX and supplier facilities as deemed necessary - typical travel may be quarterly or more.
  • Typically requires bachelor's degree and 10 years of relevant experience OR an Advanced degree and 7 years of relevant experience in supply chain management or similar role.
  • Experience with Federal Acquisition Regulations (FAR/DFARS) or within other heavily regulated industries such as pharmaceutical, medical, space, aviation, power generation or automotive.
  • Experience in written contractual authorization/vehicles (Firm Fixed Price, Cost Plus, etc.).
  • The ability to obtain and maintain a US security clearance.
  • U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.
  • Master's degree in Supply Chain, Business Finance or STEM field.
  • Supervisory/leadership experience leading a team.
  • Experience in the Aerospace industry.
  • Ability to analyze Cost and Pricing Data and determine proposal compliance.
  • Ability to understand technical requirements of procured hardware and services including Statements of Work (SOW).
  • Ability to process information and manage multiple conflicting priorities to drive to successful outcome (i.e., multi-task).
  • Practical knowledge in leading and managing the execution of processes, projects and tactics within one work area.
