Raytheon Supply Chain offers an excellent opportunity to join our energetic, and collaborative environment in support of the dynamic and growth-oriented Procurement department for Naval Power (NP) procurement team. In this role, you will foster relationship with suppliers, administer subcontracts in a fashion consistent with integrated supply chain models, recognizing the role and value of each participant through the acquisition life cycle from requirements generation through product delivery, product support, and payment for products and services. You will engage in supplier performance, relationship management, strategic sourcing as well as facilitate complex business agreements in support of the various contracts.

  • Support Supplier interaction and collaboration with internal cross-functional teams
  • Select qualified suppliers and seek alternate suppliers (when applicable).
  • Preparation, issuance, and Management of Request for Quotations/Proposals
  • Perform price and cost analysis and manage negotiations of price, delivery, scope, T&Cs
  • Purchase order management – creation, PO & PR note updates, delivery date updates, receipt issue resolution, invoice payment approval and PO closure.
  • Prepare POs and PO documentation in accordance with company directives, prime contract flow downs and company work instructions.
  • Post-award management of POs to be handled in accordance with company directives and work instructions
  • Manage Suppliers to meet program requirements with the desired quality and delivery.
  • Nurture professional business relationships with first tier subcontractors
  • Typically requires a Bachelor’s and a minimum of 8 years prior relevant experience, or an Advance Degree and 5 years experience.
  • Experience with SAP, Oracle, JD Edwards or other ERP/MRP systems experience with Microsoft Office tools (Excel, Word, and PowerPoint)

  • Strong analytical, problem-solving skills and ability to think strategically.
  • Strong interpersonal skills with proven ability to communicate effectively both verbally and in writing with internal customers and all levels of management.
  • The ability to read and understand drawings, specifications and other engineering documents
  • Demonstrated time management skills - managing multiple priorities simultaneously.
  • Master's degree in supply chain, business, engineering, or related field
  • Defense industry experience with DoD procurement and compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements
  • Knowledge of EXIM procurements and applicable rules and regulations
  • Experience in negotiations (price, schedule, and supplier exceptions to contractual flow-down requirements, as well as standard Terms and Conditions
  • Experience working in new product development procurement
  • Experience with SAP – PRISM system
  • Proficiency to perform and comprehend price and cost analysis, source selection/justification, and analysis of supplier quotation.
  • Demonstrated leadership skills – influence, presence, ability to interface internally and externally with suppliers.
  • Experience with written contractual authorization/vehicles, including but not limited to, Firm Fixed Price, Time and Material, Cost Plus Fixed Fee, Cost Plus Incentive Fee and experience assessing proposal compliance (FAR 15.4)
  • Six Sigma or other productivity improvement experience
  • Working knowledge of Raytheon systems, processes, and procedures
  • Ability to work in the office and not remotely
