Job Summary The Sr. Pricing Manager develops, implements, and maintains pricing strategies, business rules, and the strategic pricing plan for the organization, working collaboratively across the organization. The position has oversight over the quality, cost realism, cost recovery, and competitiveness of all cost applications submitted to institutional funders (bilateral agencies, multilateral agencies, and corporations and foundations) and collaborates closely with country office finance staff and proposal teams.

Requirements

  • Strong expertise in budgeting, commercial pricing, cost recovery, financial modelling, fee analysis and strategy, and analytics.
  • MS Excel experience at an advanced level, specifically in budget development
  • Strong interpersonal skills for working effectively in a multicultural, international team environment.
  • Strong leadership, critical thinking, and problem-solving skills, with the ability to make sound judgments in a fast-paced environment with tight deadlines and competing priorities.
  • Bachelor's degree required, preferably in Finance, Accounting, Public Administration, International Development, Business, or related fields. Master’s degree preferred.
  • At least 10 years of experience in proposal pricing, financial management of grant funding, and/or business development, especially in the international development and humanitarian sectors.
  • Experience in preparing cost applications with different cost structures.
  • Strong understanding of cost recovery, with experience recovering costs in alignment with the requirements of diverse, non-US government funders.
  • Experience and familiarity with industry-standard proposal development/project design process.
  • Fluency in English is required; fluency in additional language(s) spoken in countries where FH has offices is a plus.

Nice To Haves

  • Professional certification such as CPA, ACCA, ICMA, CA or equivalent is a plus.

Responsibilities

  • Leads the pricing function, providing strategic direction to country office finance staff to develop competitive and compliant budgets for proposals to institutional funders.
  • Leads the development, improvement, and roll out of organizational policies, procedures, and systems related to pricing, including pricing strategies, standard operating procedures, tools, and templates.
  • Represents the pricing function across departments within FH.
  • Serves as a subject matter expert on strategic funders’ cost application requirements and cost recovery.
  • While the position does not currently have direct supervisory responsibilities, the position oversees and builds the capacity of country office finance staff in relation to proposal cost applications.
  • Oversees all submitted cost applications, including revisions and extensions, to ensure effective business practices and standards are consistently applied in determining the essential cost elements for each proposal submission, in alignment with the funder’s requirements and regulations, applicable Cost Accounting Standards (CAS) and organizational cost recovery policies.
  • Serves as Cost Lead, Cost Advisor, and/or Cost Reviewer on proposals, collaborating closely with proposal teams. Directly manages large, complex, and priority cost applications, and supports and reviews cost applications that he/she delegates to country office finance staff.
  • Advises proposal teams on funder expectations and industry best practices related to pricing.
  • Plays a key role in collaborating across functions (legal, compliance, finance, etc.) to address proposal risks, compliance, and competitiveness concerns.
  • Facilitates cost proposal review processes.
  • Supports award negotiation and project start up.
  • Collects, prepares, and analyzes historical cost data for use in budgeting.
  • Designs materials for and delivers training courses on topics related to cost and pricing.
  • Keeps abreast of major trends in the marketplace, attending workshops and conferences to ensure relevance of FH’s bidding strategy.
  • Supports continuous improvement of pricing tools and templates (identifies needs for revision/overhaul or creation of new solutions as business practices evolve).
  • Troubleshoots and supports end-user issues with use and application of tools and templates.
  • Delivers capacity building through a variety of modalities (in-person instructor-led, virtual instructor-led, mentoring and coaching, job aids, and on-the-job learning).
  • Other duties as assigned.
