CLASS DEFINITION: GENERAL STATEMENT OF DUTIES: Perform professional Geographic Information Systems (GIS) work in support of the Rhode Island Army National Guard (RIARNG) Construction & Facilities Management Office (CFMO). This position involves the collection, formatting, creation and maintenance of spatial data as related to facilities, utilities and real property. SUPERVISION RECEIVED: Works under the general supervision of the Plans and Program Branch Chief from whom assignments are received; work is reviewed usually upon completion for technical adequacy and adherence to desired objectives. SUPERVISION EXERCISED: As required, may supervise the work of technical and clerical employees assigned to assist. ILLUSTRATIVE EXAMPLES OF WORK PERFORMED: • Create and update GIS maps and data using ArcGIS Pro; • To perform site surveys for RIARNG facilities using Global Positioning System (GPS) hardware and software, either individually or as part of a team; • Process collected data for addition into GIS facility model database using GIS software;. • Manage and maintain metadata for all databased on GPS and other survey data; • Update GIS data as the features at those installations change over time; • Provide Facility and location maps for inclusion in the RIARNG Real Property Development Plans (RPDP), Master Plan, Long Range Construction Plan; • Intranet web distribution of data through Portal for ArcGIS; ) • Acquire data (aerial photographs, section maps, topographical surveys, etc) from outside sources for use in GIS projects; • Maintain current version of Environmental Systems Research Institute (ESRI) ArcGIS Pro Desktop GIS software; • To utilize the current Computer-Aided Drafting and Design (CADD)/GIS Technology Center Spatial Data Standard for Facilities Infrastructure and Environment (SDSFIE) and the Federal Geographic Data Committee (FGDC) Content Standard for Digital Geospatial Metadata (CSDGM); • Manage GIS data for development of building models, allowing for their display in web-based and desktop GIS applications; • Provide GIS support to the CFMO as required; • Create and maintain useful GIS map products for RIARNG installations and facilities; • Manage process for timely distribution of hard-copy and digital map products; • Adhere to policies of the State of RI and the National Guard Bureau (NGB) for document formatting and digital filing; • Perform GIS analysis projects as required by the directorate using existing specialized software tools for GIS analysis; • Develop specialized tools and procedures to solve subject specific GIS problems, to include installation master planning, military range operation and environmental management; • Develop and manage GIS applications to allow for the smooth interface between GIS data sources and production applications of the directorate, so that required decision-support tools are available to decision makers using real time data; • To analyze data management requirements to recommend the software applications and upgrades necessary to create required products; • Provide in-house training for directorate and department personnel on the use of GIS products and tools; • Provide expertise at the NGB level, and provides instruction support for other States as required; • Maintain a working knowledge of software advances related to the GIS software and attends seminars, workshops, and training sessions as appropriate; • Serves as a technical specialist, staff advisor and consultant to the CFMO for varying types of projects, equipment, or program functions; • Work with Real Property Specialist on the Facility Installation Plan (FISP) for accuracy of data for real property inventory reporting; • Prepare various reports and documents as required; • Performs other related duties as needed and assigned; REQUIRED QUALIFICATIONS FOR APPOINTMENT: KNOWLEDGES, SKILLS AND CAPACITIES: • Knowledge of Esri's ArcGIS software and tools, including ArcGIS Pro, and ArcGIS Enterprise or ArcGIS Online; • Knowledge of Experience Builder or Instant Apps; • Knowledge of water and sanitary sewer utility GIS networks, geometric networks, and Esri’s Utility Network; • Knowledge of supporting web GIS applications using Story Maps, Field Maps, Survey 123 and ArcGIS Dashboard; • Knowledge of the principles and practices of federal and RI state planning; • The ability to make technical planning studies and surveys in such fields and to analyze and evaluate data and make planning recommendations; must have the ability to read and analyze blueprints, coordinate and implement contract requirements regarding space planning and construction projects; • The ability to understand and carry out complex oral and written instructions; be computer literate working with CADD, GIS and other computer productivity software (Microsoft products); and related capacities and abilities; SPECIAL REQUIRIEMENTS: Subject to National Agency Check (NAC) and Bureau of Criminal Investigation Check (BCI); must have and maintain a valid state of Rhode Island driver's license throughout duration of employment; must have the ability to obtain a security clearance. EDUCATION AND EXPERIENCE: Education: Such as may have been gained through graduation from a recognized university with a Bachelor of Science degree in GIS, Geography, Computer Science, Planning, Engineering or Environmental Science; or related field Experience: Such as may have been gained through employment in professional work in the field of GIS local, regional or state planning.
