About The Position

Your Role The Senior Manager, Program Implementation will report to the Director, CalAIM. In this role you will be the drive process excellence, analyze and address highly complex operational issues and initiatives. The role will also help in finishing the development, execution, and implementation of the California Advancing and Innovating Medi-Cal program (CalAIM) and House Resolution 1 (H.R.1) passed at the federal level. The new laws and regulations will need to be implemented to ensure compliance and continued excellence of Promise Health Plan in the new regulatory environment. Requirements

  • Requires a bachelor’s degree or equivalent experience
  • Requires at least 10 years of prior relevant experience, including 4 years of people management experience
  • Requires experience implementing large regulatory changes for a managed care plan
  • Requires Medi-Cal regulatory and health plan operations experience
  • Requires demonstrated experience collaborating with external public agencies, including county departments, state agencies, regional authorities, and community partners to support program objectives and operational alignment
  • Ability to effectively maneuver through organizational dynamics and tailor approach to ensure optimal outcome
  • Advanced knowledge and skills including technical or functional expertise, business acumen, financial analysis skills, risk management, critical thinking, and decision-making skills
  • Experience leading cross‑functional teams to build and operationalize processes that integrate people, technology, data, and policy components
  • Demonstrated ability to design, implement, and optimize end‑to‑end business processes

Nice To Haves

  • Project management professional (PMP) certification strongly preferred

Responsibilities

  • Manage a team of analysts and program managers to lead process improvements, including P&P development, process mapping, gap assessments and controls design for CalAIM and H.R.1 implementation
  • Work with Director, CalAIM and Government Affairs to support the Promise business and operational needs related to H.R.1 and CalAIM
  • Help provide Blue Shield teams with analysis and recommendations
  • Drive implementation of H.R.1 into multiple functional areas supporting Promise Health Plan and ensure milestones are integrated into annual planning
  • Be accountable for ensuring overall program and project delivery, schedule and budget attainment, and effective management of leadership expectations in achieving overall desired outcomes, results, and deliverables
  • Support strategic alignment and integration across projects/programs to help improve business process and administrative efficiency
  • Help support execution of end-to-end reporting of CalAIM and H.R.1 implementation outcomes
  • Consult and make recommendations to senior management on high priority or complex issues
  • Advise business units on Medi-Cal program guidance and best practices
  • Facilitate business strategy development and project initiation
  • Support project teams to identify SMEs and escalate issues
  • Develop executive reports and dashboard
