Operations and Supply Chain (OSC) has an excellent opportunity to join our energetic, and collaborative environment in support of the Naval Power (NP) procurement team. The selected individual will be responsible for leading procurement efforts in support of multiple programs within the Naval Power business area. In this role, you will foster relationships with suppliers, oversee procurements in a fashion consistent with integrated supply chain models, recognizing the role and value of each participant through the acquisition life cycle from requirements generation through product delivery, product support, and payment for products and services. You will engage in supplier performance, relationship management, strategic sourcing as well as facilitate complex business agreements in support of the various contracts.

Requirements

  • Typically requires a Bachelor’s and a minimum of ten (10) years prior relevant experience, or an Advance Degree in a related field and a minimum of seven (7) years’ experience.

  • Requires significant knowledge in leading and managing the execution of processes, projects, and tactics within the procurement work area.
  • Requires significant experience with proactive supplier management, leadership engagements and establishing/executing supplier recovery efforts
  • Experience managing CPFF/IF/AF and FFP purchase orders (FAR/DFAR) with build to print/spec and SSOWs
  • Requires broad knowledge and skills in procurement and contracting (FAR/DFAR) with an understanding of the impact of work on other areas of the organization
  • Demonstrated experience in working with cross-functional teams (Finance, Program Management, Engineering, Material Program Managers etc).
  • Demonstrated experience in procurement activities and the management of internal customer and supplier relationships.
  • Demonstrated experience in the management of a geographically dispersed team and the ability to influence parties at an operational level to achieve objectives within a compliance framework.
  • Experience managing financial and operational Risks and Opportunities
  • Experience implementing/executing supplier recovery efforts
  • Supplier and Customer negotiation experience
  • In-depth understanding of defense technologies and Import / Export
  • Experience in recruiting, training, mentoring, coaching a team and building an organized team structure to promote expedited growth
  • Executive level presentations and communications skills

Responsibilities

  • Manage the procurement team and establish effective measures of performance and metrics.
  • Ensure members of the team have the correct knowledge issuing POs (FAR/DFAR), accurate metrics and skills to perform assigned purchasing tasks and provide on the job training and support to address skill and knowledge gaps.
  • Support team members to work with stakeholders and subject matter experts to clarify, define, and refine the scope of supply, purchasing requirements, and statement of work for procurement activities.
  • Manage compliance with procurement process and ensure all required approvals are in place prior to purchase order release.
  • Engage with relevant specialists to address identified conflicts and/or risks with terms and supplier conditions that vary from standard company purchase order terms.
  • Support supplier engagement activities including negotiations and supplier performance management where appropriate.
