About The Position

Mercury is seeking a Senior Contracts Manager managing contracts professionals in support of Mercury’s Processing Technologies Business Unit providing high quality Contract Management.  This position requires a deep understanding of Government and Department of Defense contracting as a leader, team player and strong independent contributor with excellent leadership skills, demonstrated problem-solving skills, and a proactive, detail-oriented approach. The Senior Contract Manager will be required to deal effectively with competing priorities and deadlines while concurrently handling multiple tasks. This individual will provide expert knowledge in the management of customer relationships, risk analysis and mitigation strategies, regulations, contract negotiations while leading in a matrix environment. The successful candidate must possess the ability to work well with others in high-stress high-volume situations, effectively interface with internal functional and program organizations, and meet the goals/objectives of the Business Unit and Line of Business.  This position will lead a Line of Business (LOB) based in Phoenix and supports 150+ customers to include International, FFRDCs, DoD Components, Universities, Prime Contractors and commercial customers.  All customers have varying degrees of meeting and contractual requirements supported by the contracts team.  Over 150 new contracts orders are anticipated each fiscal.  These orders will represent a combination of orders for standard product requiring contract support for Terms and Conditions, certifications and representations as well as commerciality item determination and complex contracts requiring full proposal support and contract management throughout the contract life cycle including contract closeout.  Additionally, contract support will be required regarding any performance or quality challenges that may arise during performance.  While most orders are FFP for both development and production these are often combined or supported by CPFF and T&M contracts with most orders including FAR/DFAR flowdown requirements.  Other Transaction Agreements (OTAs) as well as negotiated agreements are also supported.

Requirements

  • Bachelor’s in business, Management, or other related field(s).
  • Typically, requires a minimum of 8 years of directly related experience in Contract Administration/Business Management/Finance role with direct Government Defense and Prime customers.
  • Experience with USG, Prime, International and Commercial contracts.
  • Experience with standard defense contract types such as Cost Reimbursable (CR), Cost Plus Fixed Fee (CPFF), Cost Plus Incentive Fee (CPIF), Firm Fixed Price (FFP), Time and Materials (T&M), incentive-type contracts, Indefinite Delivery Indefinite Quantity (IDIQ), etc. and with all phases of contracting from pre-solicitation through completion/termination and contract closeout.
  • Familiarity with US Government regulations (FAR/DFARs) required, with emphasis in acquisitions governed by Part 12 Acquisition of Commercial Products and Services and Part 15 Contracting by Negotiation.
  • Experience with Commercial Item Determination with DCMA and Prime contractors.
  • Provide strong analytical, financial and negotiation skills. Must exemplify a strong attention to detail.
  • Proficiency in MS Office Suite (Excel, Word, & Outlook) as well as Adobe Acrobat required.
  • This position requires you to have or obtain a government security clearance in the future.  Security clearances may only be granted to U.S. citizens.
  • Travel: As required, estimated less than 15%

Responsibilities

  • Manage Contracts and Contracts Team Staff supporting Line of Business
  • Ability to coach and mentor less experienced contract personnel.
  • Leading a team of professionals through the entire contracting lifecycle from solicitation to contract close-out.
  • Reviews complex solicitations and prepares specialized/non-routine proposal responses in conjunction with proposal team as well as reviews and approves contractual documents for adherence to customer specifications and requirements, compliance with Terms and Conditions, applicable FAR/DFARS clauses, special provisions and adherence to company policy and procedures.
  • Drafts and/or reviews and redlines customer agreements, negotiates complex agreements, including master agreements, with the objective of protecting the company’s interests.
  • Develops and executes negotiation strategies consistent with goals and objectives.
  • Advises management and program teams of contractual rights, obligations, intellectual property protections, organizational conflicts of interest and general risks and mitigation strategies.
  • Support corporate objectives through the development and maintenance of contracting policies and processes that provide governance of contracting practices and guidance on contracting terms and conditions.
  • Exemplifies creative problem-solving abilities.
  • Maintains deadlines for internal and external customer requests as well as contractual historical data; enters contract data into databases as required.
  • Analyzes and tracks contract compliance in conjunction with other functions.
  • Lead as subject matter expert in Federal Acquisition Regulations, with emphasis in acquisitions governed by Part 12 Acquisition of Commercial Products and Services and Part 15 Contracting by Negotiation.
  • Externally, interfaces directly with Government contracting officials, prime contractor procurement representatives and other customer representatives.
  • Internally, interfaces with Contracts/Legal team members, Program Management, Capture, Finance, Pricing, Proposal, Property, Quality, Engineering and other functional staff as required.
