About The Position

Supervises and directs the activities of a group of rail transportation and rail maintenance training instructional teams. Recommends and develops performance improvement systems, techniques and training curricula for rail operators, rail supervisors, and rail car maintenance personnel. Develops and delivers advanced technical training to Authority employees. Provides technical consulting services to Rail operational groups to enhance employee job performance. Advances Technical Training through involvement in professional organizations. Compiles all training effectiveness data for areas of responsibilities. Assists Manager of Technical Training in establishing and implementing action plans supporting Authority and departmental strategic goals.

Requirements

  • Bachelor's Degree in Adult Education, Instructional Design, Human Resources, Engineering Technology or a related field and a minimum of four years developing and conducting technical training programs. In lieu of a bachelor’s degree, completion of a Technical Military “A” School or Vocational Technical Training program accompanied by directly related work experience as an instructor or instructional designer in a technical training program may be substituted on a year for year basis.
  • Ability to troubleshoot electronic circuits.
  • Must have the ability to correctly use and explain the use of a multimeter, oscilloscope, micrometer, wheel gage, and other tools associated with railcar maintenance.
  • Must have a general knowledge of railcar maintenance, operations and repair.
  • In lieu of bachelor’s degree, ten years of experience, preferably in a transit related field, as an instructor/instructional designer with supervisory responsibilities may be substituted.
  • Must have demonstrated advanced computer skills in all primary departmental software platforms.
  • Wayside Access Certification required.

Responsibilities

  • Supervises the activities of instructional teams.
  • Designs, develops, or acquires training programs and materials for conducting classroom and on-the job simulations, maintenance and/or operations training related to rail operations.
  • Provides consulting to management to define instructional needs for accomplishment of developmental objectives.
  • Evaluates subordinate instructors’ performance. Develops appropriate documentation and reporting mechanisms to measure performance.
  • Assists Training Manager in the development of operating and/or capital budget and tracking.
  • Organizes activities and related work to meet established branch objectives and priorities in support of overall division/organization goals.
  • Keeps abreast of the latest performance improvement technologies and maintains complete and accurate records, documents, and other technical reports to aid in establishing acceptable process requirements.
  • May conduct training programs for maintenance personnel, rail operators, line supervisors, railcar maintainers, locomotive operators, and contract personnel.
  • Performs various administrative functions in support of Division and Office goals and objectives.
