About The Position

As a Sr HR Project Management Specialist (Grant Program Leader) here at Honeywell Aerospace, you will play a crucial role in leading and managing the Workforce Innovation and Opportunity Act (WIOA) grant programs in Puerto Rico. You will be responsible for overseeing program execution, ensuring alignment with strategic objectives, and driving program performance. You will report directly to Aerospace Technologies Learning and Workforce Development Leader / matrix to our Puerto Rico HR leader, and you’ll work out of our Aguadilla or Guaynabo, Puerto Rico location. External hires will begin with 90 days onsite before transitioning to a 3/2 hybrid schedule. Internal hires will continue their 3/2 hybrid schedule. In this role, your impact is comprehensive and covers program success, stakeholder engagement, operational efficiency, quality assurance, risk management, and innovation. You are pivotal in ensuring the success of WIOA programs, which contribute to the organization's overall success and competitiveness in the market.

Requirements

  • Minimum of 8 years of experience in program management or related roles.
  • Proven track record of successfully delivering complex grant programs.
  • Excellent strategic thinking and problem-solving abilities.
  • Strong analytical and data-driven decision-making skills.
  • Ability to write, read and speak BOTH Spanish and English.

Nice To Haves

  • Bachelor’s degree in business, Public Administration, or related field.
  • Experience in leading and managing grant programs.
  • Knowledge of WIOA regulations and compliance requirements.
  • Ability to adapt to a fast-paced and changing environment.

Responsibilities

  • Lead and manage WIOA grant programs to achieve program objectives.
  • Register and update with the DOL webpage monthly
  • Attend bimonthly training with DDEC
  • Gather data of eligible employees monthly
  • Follow up on eligibility and gather required documentation
  • Create WIOA program Work Plan
  • Establish communication Plan for employees and leaders
  • Follow up on any required documentation as needed
  • Request with the Payroll team to be provided with a Monthly Report of detailed earning history by each employee
  • Provide monthly payroll data to DDEC
  • If changes in the list of nominated employees occur report it to DDEC
  • Work with external Single point audit on a yearly basis if Government has provided total of $750K or more on reimbursements
  • Liaison with the government contact to pursue any opportunities for the business as new Grants or incentives.
  • Develop and execute program strategies and plans.
  • Ensure program alignment with strategic objectives and community priorities.
  • Manage program budgets, resources, and timelines.
  • Oversee program risks and issues and implement mitigation strategies.
  • Collaborate with cross-functional teams and stakeholders to ensure program success.
  • Provide leadership and guidance to program managers and teams.
  • Provide all HR Information requested by the R&D program auditors to maintain compliance and support our audit process.
