We are seeking a highly skilled Sr. Financial Analyst to provide expert support in developing Cloud Financial Operations within a federal agency. The ideal candidate will play a crucial role in establishing and maturing financial operations practices across all four authorized Cloud Service Providers (CSPs). This position is responsible for designing and implementing processes for cloud cost management, optimization, forecasting, and accountability, including chargeback/showback models tailored to court unit consumption. This position is located in our Fairfax, VA office; however, a hybrid working model is acceptable.

  • Cloud Financial Operations: Establish and manage cloud financial operations functions in large or federated organizations, including chargeback/showback models tailored to business unit or court consumption patterns.
  • Cost Management and Optimization: Design and implement processes for cloud cost management and optimization, ensuring efficient resource planning and usage across AWS, Microsoft Azure, Google Cloud Platform (GCP), Oracle Cloud Infrastructure (OCI), or hybrid/multi-cloud environments.
  • Forecasting and Budgeting: Create forecasting models and budget tracking processes aligned with enterprise or agency cloud strategies, providing accurate financial insights and accountability.
  • Dashboard and Reporting: Design dashboards and reports using tools such as AWS Cost Explorer, Azure Cost Management, Google Cloud Billing, or third-party tools like CloudHealth, Apptio, or CloudCheckr.
  • Stakeholder Collaboration: Work across engineering, finance, and procurement teams to ensure efficient cloud resource planning and usage, providing stakeholders with CSP contract management support through pricing analysis, commitment planning, and usage optimization.
  • FinOps Advisory: Advise on FinOps operating models, KPIs, and best practices for cost transparency and financial accountability, collaborating with application owners to identify savings opportunities through rightsizing, scheduling, or architecture redesign.
  • Implementation Support: Support the implementation of tagging strategies, cost allocation rules, and data governance for cloud spend visibility, educating stakeholders and developing training materials to build internal FinOps awareness and capability.
  • Education: Bachelor's degree in Finance, Business Administration, Information Systems, Cloud Computing, or a closely related field is required. A Bachelor's degree may be substituted by at least five (5) years of relevant professional experience.
  • Minimum Experience: Minimum of eight (8) years of progressive experience in IT financial management, cloud financial operations (FinOps), or enterprise cost governance, including at least three (3) years of direct experience managing cloud cost optimization and forecasting across AWS, Microsoft Azure, Google Cloud Platform (GCP), Oracle Cloud Infrastructure (OCI), or hybrid/multi-cloud environments.
  • Establishing and managing cloud financial operations functions, including chargeback/showback models.
  • Designing dashboards and reports using cloud cost management tools.
  • Creating forecasting models and budget tracking processes.
  • Collaborating with engineering, finance, and procurement teams for efficient resource planning.
  • Advising on FinOps operating models and best practices.
  • Supporting tagging strategies and cost allocation rules for cloud spend visibility.
  • FinOps Certified Practitioner or FinOps Certified Professional (FinOps Foundation).
  • AWS, Azure, GCP, or OCI cloud certification (e.g., Cloud Practitioner, Billing & Cost Management).
  • Certified Government Financial Manager (CGFM), Certified Public Accountant (CPA), or similar (optional).
  • ITIL v4 Foundation or relevant service management certification.
