About The Position

The Senior Executive Director of Recruitment and Training is a senior manager who uses technology to gather, organize, and share data across the agency to successfully recruit, onboard, train qualified staff. The Senior Executive Director will manage all Recruiters/On-boarding and Training staff to ensure affiliates are receiving qualified and properly credential staff to support their program operations. The Senior Executive Director works collaboratively with other organization leaders to support staff competence, satisfaction, and role proficiency; ensures compliance with contractual and regulatory requirements; and promotes opportunities for staff to advance within the organization and realize their occupational goals. Using the data collected through various information systems, the Executive Director develops and engages in recruitment strategies that enhance access to potential job candidates.

Requirements

  • Bachelor’s degree in human services
  • Proven ability to analyze requirements, design scalable solutions, for recruitment, on-boarding, and training processes.
  • Experience in leading teams.

Responsibilities

  • Develop and execute the enterprise-wide Talent Management strategy aligned to organizational goals, workforce planning priorities, and HR transformation objectives.
  • Lead the design and governance of talent frameworks, including Requisition process, competency models, career paths, internal mobility programs, succession planning, and high-potential pipelines.
  • Establish standardized policies and SOPs for Talent Acquisition, Onboarding, L&D, and Performance Management across all affiliates.
  • In partnership with affiliate leaders, Create and manage enterprise Talent KPIs, dashboards (OPR, Vacancy Rates, Turn Overs), and reporting standards
  • Partner with HRIS/Analytics to ensure visibility and accountability.
  • Partner with executive leadership to assess organizational capability gaps and build targeted strategies to close them (leadership bench, technical skills, compliance readiness, etc.).
  • Lead strategic initiatives that elevate employer brand, culture, and employee experience across the enterprise.
  • Ensure enterprise talent practices comply with federal and multi-state regulations as well as internal audit requirements.
  • Drive continuous improvement and system optimization across Talent modules (ADP, Relias, ATS, etc.).
  • Lead the Corporate L&D team responsible for enterprise training strategy, curriculum design, content development, and LMS governance.
  • Oversee the design and delivery of leadership development programs, technical skills training, and mandatory compliance training.
  • Direct the implementation and optimization of the LMS, ensuring scalable architecture, compliance tracking, and workflow alignment (e.g., onboarding, annual refreshers).
  • Establish a structured train-the-trainer program to ensure consistency, quality, and competency of affiliate trainers across the enterprise.
  • Conduct periodic audits of affiliate training practices to ensure alignment with state regulations, accreditation standards, and internal compliance expectations.
  • Partner with Compliance, Operations, and SMEs to ensure training content supports licensing, audit readiness, and affiliate service-line requirements.
  • Evaluate training effectiveness, completion rates, and compliance performance; develop action plans for affiliates that fall below established thresholds.
  • Lead change-management and communication strategies to support rollout of new learning initiatives and talent development programs.
  • Provide functional leadership, coaching, and performance oversight to affiliate-based recruiters and talent acquisition teams.
  • Establish recruiting SLAs, performance metrics, and quality standards to ensure consistency and efficiency across all affiliates.
  • Implement workforce planning tools and vacancy forecasting processes to support hiring needs across all affiliates.
  • Ensure standardized onboarding practices, paperwork compliance, credentialing, and new-hire experience pathways enterprise-wide.
  • Partner with affiliate leadership to diagnose recruitment challenges, develop market-specific sourcing strategies, and escalate systemic barriers.
  • Monitor time-to-fill, time-to-start, onboarding accuracy, and new hire retention metrics; drive accountability for improvement.
  • Ensure compliance with verification, background screening, I-9, E-Verify, licensure, and mandatory onboarding training requirements.
  • Support alignment and integration of affiliate recruiters into corporate HR strategy while accommodating unique service-line needs.
  • Provide oversight of affiliate training teams, ensuring delivery of required training, accurate documentation, and adherence to regulatory requirements
