Summary of Position: This position is responsible for ensuring comprehensive environmental compliance at assigned repair shops. Responsibilities include obtaining and maintaining all required hazardous and solid waste permits, air permits, and wastewater/stormwater discharge permits for Union Tank Car Company operating locations. The incumbent serves as a champion for environmental compliance and must be a self‑starter capable of developing and implementing strategic directives with minimal supervision. The role requires up to 75% travel during the first year, decreasing to approximately 50% thereafter to support facilities across North America. Nature and Scope: This position reports to the Director of Environmental Compliance and indirectly oversees the individuals responsible for the environmental function at various repair shops, as assigned. The incumbent is responsible for, but not limited to the following: This position reports to the Director of Environmental Compliance and provides indirect oversight to environmental personnel at various repair shops. Key responsibilities include:

Requirements

  • Strong written and verbal communication skills.
  • Detailed understanding of environmental terminology, processes, and regulatory frameworks.
  • Ability to interpret regulatory requirements and effectively communicate them to operations personnel.
  • Adequate visual and auditory acuity to recognize shop safety warnings.
  • Ability and willingness to travel by plane, car, or train.
  • Proficiency with office software (MS Office, Teams, SharePoint).
  • Ability to work independently, develop tactical plans, and implement strategic directives.
  • The role requires up to 75% travel during the first year, decreasing to approximately 50% thereafter to support facilities across North America.
  • A bachelor’s degree in environmental science, environmental engineering, or a related field with minimum 2-3 years field experience, or 8–10 years of field environmental experience in lieu of a degree.

Responsibilities

  • Overseeing the environmental function at assigned repair shops and providing training and guidance to facility SHE Managers.
  • Ensuring compliance with all federal, state, and local environmental laws and maintaining all required environmental permits.
  • Assisting SHE Managers with environmental issues as needed.
  • Ensuring regulatory compliance related to waste handling/disposal, air emissions, and wastewater management.
  • Participating in negotiations with regulatory agencies regarding violations or permit modifications.
  • Managing environmental reporting and recordkeeping to meet regulatory requirements.
  • Conducting or participating in environmental audits.
  • Minimizing environmental liability by ensuring all regulated activities are properly permitted and compliant.
  • Supporting capital projects by providing regulatory and environmental expertise.
  • Interpreting environmental regulations and auditing operations to ensure compliance.
  • Supporting environmental initiatives affecting the entire Repair Business Unit, including KHA program administration and emissions calculation programs.
  • Meeting internal and external customer expectations through error prevention and continuous improvement.
  • Administer and implement assigned environmental projects.
  • Train, mentor, and support SHE Managers to maintain regulatory compliance.
  • Promote a strong environmental compliance culture.
  • Collect, interpret, and submit required environmental data and reports.
  • Maintain required environmental documentation.
  • Participate in environmental audits and ensure deficiencies are addressed.
  • Serve as administrator for the KHA emissions tracking system.
  • Participate in capital projects and review plans for environmental considerations.
  • Monitor regulatory changes and assess operational impacts.
  • Participate in training to stay current with regulatory and environmental developments.
