Job Summary: As Senior Engineering Manager, Cloud Cryptography, you'll report directly to the Director of Cryptography Engineering and lead a team of around a dozen engineers (mix of FTE and contractors). Your mission: stand up base GCP cryptography services—HSM-backed KMS, PKI/Certificate Authority Service, Secret Manager with CMEK—and develop a complete roadmap for a mature cryptographic offering supporting PayPal's company-wide GCP migration. This is a high-visibility role. You'll coordinate across architecture, application teams, compliance, security, audit, and executive leadership to ensure every cryptographic operation meets security, compliance, and operational standards.

Requirements

  • 8+ years relevant experience and a Bachelor’s degree OR Any equivalent combination of education and experience.
  • Experience leading others
  • 8–10 years hands-on experience with GCP infrastructure
  • 3–4 years deep cryptography operations—key lifecycle, HSMs, PKI, envelope encryption
  • Expertise in Cloud KMS, Certificate Authority Service, Secret Manager, and CMEK patterns
  • Working knowledge of FIPS 140-2, PCI-DSS, SOX, and audit/compliance workflows
  • Proven ability to influence across teams without direct authority
  • Executive-level stakeholder management—comfortable presenting to VPs and C-suite
  • Comfort operating in ambiguous, high-stakes environments
  • Experience managing teams with mixed employment models (FTE + contractors)
  • Strong delegation skills—you review and guide, others build

Nice To Haves

  • Prior experience with HSMs in GCP (Thales, Utimaco, etc.)

  • Recognized as a security expert, independently resolving the most complex security challenges and providing strategic direction on problem resolution across the security domain.
  • Define methods and procedures for new or special assignments, collaborating with cross-functional teams to drive security initiatives that align with business needs and objectives.
  • Lead complex, high-impact security projects of diverse scope, applying an in-depth understanding of business trends and security challenges to develop innovative solutions.
  • Possess a keen awareness of the broader impact of decisions, with initiatives often leading to enterprise-wide improvements that enhance security practices and operational efficiency.
  • Lead a security engineering team; set clear priorities and define actionable plans, ensuring alignment with organizational goals.
  • Guide team members through complex challenges, fostering their growth and development while maintaining a focus on high-impact results.
  • Lead a team of around a dozen engineers (FTE and contractors) delivering crypto infrastructure on GCP
  • Stand up HSM-backed key management, certificate authority services, and secret management with CMEK
  • Develop and execute a multi-year roadmap for cryptographic services supporting cell-based architecture
  • Coordinate across engineering, compliance, audit, and application teams in a high-visibility capacity
  • Review and approve HLDs, Terraform configs, and architecture decisions
  • Influence without authority—drive alignment on crypto standards, policy-as-code, and migration timelines
  • Navigate ambiguity and shifting priorities while maintaining crypto-agility as a hard gate for post-quantum readiness
