About The Position

The position involves assisting in the development, delivery, and management of energy efficiency programs as part of the state utility commission approved energy efficiency portfolio. The role ensures cost recovery and minimizes performance risk while managing the process of 'Request for Proposals' and awarding contracts to subcontractors and vendors delivering energy efficiency programs to utility customers. The position requires coordination with other utility departments, verification of product and service delivery, and monitoring of program performance data for measurement and verification purposes. Extended hours may be required during storms or energy delivery emergencies.

Requirements

  • Bachelor's degree in Business or Engineering and 4-7 years of energy conservation/energy efficiency work experience, or 6-9 years of relevant experience in lieu of a degree.
  • Demonstrated ability to work within established budgets and deliver promised results.
  • Thorough understanding of utility cost recovery mechanisms.
  • Ability to communicate and coordinate with a variety of professionals, including engineers, vendors, and subcontractors.

Nice To Haves

  • Experience developing and delivering utility energy efficiency programs to specific sectors.
  • Program and contract management experience.
  • Certified Energy Manager (CEM), Business Energy Manager (BEM), or equivalent certification.
  • Extensive knowledge of energy efficiency principles and projects (lighting, HVAC, VSDs, refrigeration, solar, etc.).
  • Strong analytical and data analysis skills.
  • Ability to perform energy efficiency engineering calculations.
  • Valid driver's license and access to a motor vehicle.
  • Ability to support 24/7 on-call Storm Response activities.

Responsibilities

  • Work with Planners and Evaluation Team to develop energy efficiency programs, including evaluation of measures, program design, stakeholder outreach, and filing requirements.
  • Manage the procurement process for services from subcontractors and vendors specializing in energy efficiency programs.
  • Provide ongoing oversight of service providers and develop performance metrics for each energy efficiency program.
  • Conduct regular meetings with subcontractors and vendors to obtain progress reports and ensure expectations are met.
  • Collaborate with the Marketing Promotions team to manage program communication and outreach.
  • Recruit market partners for outreach and maintain relationships to maximize program performance.
  • Prepare program status reports to monitor progress toward performance and financial goals.
  • Ensure compliance with regulatory filings and manage Accounts Payable and Receivable functions.
