About The Position

The Senior Director, Program Portfolio Program Management, Health Programs (HP), is a strategic leader overseeing the implementation of HP’s global health portfolio in 50+ countries. Reporting to the Vice President of HP and serving on the senior management team, the Senior (Sr.) Director manages a team of regional Program Directors responsible for delivering FHI 360’s global and bilateral health projects. This role provides strategic oversight, ensures high-quality outcomes, and supports project teams in meeting implementation goals. The Sr. Director offers guidance to country leadership, promotes accountability, and ensures alignment with FHI 360’s operational standards. They represent HP in corporate discussions, collaborate across internal and external stakeholders, and promote continuous improvement through shared learning and innovation. Partnering with Global Operations and Services (GOS) and Finance, they ensure operational support and fiscal health across projects. Additionally, they strengthen the capabilities of staff, contribute to strategic planning, and position FHI 360 as a thought leader in global health.

Requirements

  • Bachelor’s Degree or its International Equivalent in Business Administration, International Development, Communication, Social Marketing, Economic Development, Education, Health, Nutrition, Research, Technology, Youth, or a related field.
  • Minimum of 15 years of relevant experience in project management, overseeing complex projects and initiatives; Experience managing United States Government (USG)-funded projects; focus on HIV, Global Health Security, TB, Maternal, Newborn, Child Health (MNCH) and/or Nutrition projects preferred.
  • Will consider candidates without health related projects experience.
  • Minimum 8 years of experience in a leadership position.
  • Proven experience leading and managing complex, strategic portfolios of programs/projects on a national or international scale.
  • Experience leading teams in complex settings, managing financial and human resources.
  • Significant experience working in non-governmental organizations (NGOs).
  • English language fluency required; fluency in a second language (e.g., Spanish, French, Portuguese, Russian, Arabic, etc.) an added advantage.

Nice To Haves

  • Master’s Degree in a related field.
  • Project Management Professional (PMP) Certification or other recognized project management certification.
  • Certifications relevant to organizational leadership.

Responsibilities

  • Accountable for the successful implementation of projects within HP, ensuring financial and programmatic targets are consistently met and client expectations are exceeded.
  • Acts as the primary liaison with other organizational units, linking country/project teams to regional or global units/resources to ensure efficient program implementation in alignment with donor and corporate requirements.
  • Provides direct line management for the regional portfolio management leads; provides direct line and dotted line management to Country Representatives, Chiefs of Party/Project Directors and/or Project Leads, as relevant.
  • Works closely with global and bilateral project leadership to ensure that project management teams are implementing projects in alignment with approved workplans, technically compliant and within budget.
  • Works with leadership to mitigate any impact on projects when issues arise.
  • Monitors and reports on the financial health of the portfolio, ensuring sound fiscal management.
  • Promptly raises concerns and potential risks to HP leadership.
  • Regularly communicates project status, decisions, risks, issues, and timelines to HP leadership and relevant organization groups.
  • Regularly meets with GOS and Enterprise Services teams to ensure that program implementation teams are receiving the required country-level support required to ensure successful and compliant implementation.
  • Represents HP in corporate-level discussions on operational policies and procedures and flows down changes in process to implementation teams.
  • Navigates complex challenges inherent in project implementation.
  • Offers strategic direction and innovative solutions for portfolio-specific challenges.
  • Collaborates with global project and technical leadership teams to analyze project performance and identify areas for improvement.
  • Promotes innovation and best practices in project management, offering subject matter expertise to project teams (from junior staff to project leaders) to ensure professional development and skills building.
  • Recommends actionable solutions to enhance effectiveness and efficiency to ensure the portfolio management team is responsive to project leadership.
  • Fosters innovation and shares best practices to drive organizational impact.
  • Contributes to achieving FHI 360 and HP goals.
  • Exercises discretion over project-related matters with direct impact on project outcomes and organizational success.
  • Makes decisions on resource allocation, risk management, and stakeholder engagement.
